특별교부금사업학교와 혁신학교의 학업성취도 비교

The effects on National Policy proj ect given special subsidy within middle schools

본 연구의 목적은 국가시책사업 운영을 위한 특별교부금이 단위학교에 학업 성취도에 어떤 영향을 미치는지 살펴보기 위함에 있다. 연구목적의 달성을 위하여 교육부 내부자료와 학교알리미 데이터, 국가통계(KOSIS)자료를 활용하였으며, 연구대상은 2013~2015년 기간 동안 특별교부금을 통해 국가시책 사업(교과교실제, 창의경영학교, 뒤처지는 학생 없는 학교, 전원학교, 교육복지우선 사업학교)을 운영한 중학교와 시도교육청에서 지정한 자율학교(이하 혁신학교)였다. 두 집단의 특징은 두 가지로 요약할 수 있다. 첫째, 특별교부금 수혜학교와 시도교육청 지정 혁신학교 모두 이웃한 주변 학교와 비교하여 교사1인당 수업시수가 낮았다. 이는 일반학교와 비교하여 두 집단 모두 추가로 지원받는 재정을 국가시책사업(또는 혁신학교 관련 사업) 운영을 위한 학교회계직 교사를 고용하거나 사업과 관련된 학교 밖 인적자원의 수업참여를 통해 교사의 수업부담을 줄이고 있음을 추측할 수 있다. 둘째, 학생1인당 교육비는 특별교부금 수혜학교, 시도교육청 지정 혁신학교 순으로 높았다. 특히, 국가시책사업 운영을 위한 특별교부금 수혜 중학교는 시도교육청 지정 혁신학교(중학교)에 비해서도 학생1인당 평균 1백 40만원 이상의 교육비를 더 지원 받고 있었다. 교사당 수업시간의 감소와 학교시설투자나 특별프로그램 투입으로 특정 지어지는 두 집단을 임의효과모형(random effect model)으로 분석한 결과 국가시책사업 운영을 이유로 교부받은 추가적 재정지원은 수학교과 기초학력미달 학생비율과 보통학력이상 학생비율을 각각 2%감소와 7.8% 증가시키는 것으로 나타났다.

This study was conducted with an aim to evaluate the effectiveness of National policy project supported by the special subsidy of Ministry of Education, We employed the ``school information( School Alimi`) from Korean Education Research and Information Service and information from Ministry of Education, applied the random effect regression model to those data, When examining the differences in the proportion of underachieving students between 2013 and 2015 by performing random effect analysis, middle schools supported by special subsidy for National policy project were more likely to decrease the proportion of underachieving students and increasing the portion of a high level of achievement students. According to the results we concluded that the special subsidy for National Policy project has exhibited positive effects on middle school students` academic achievement, thus government should continue to support financial investment for this program. In addition, we discussed the effect of control variables on students` academic achievement concentrating on their policy implications.
