지역사회서비스투자사업의 활성화에 미치는 영향에 관한 연구

An Analysis on the Determinants of the Community Social Service Investment Program’s Activation: The Capacity of Local Government and Local Society

지역사회서비스투자사업은 중앙정부 주도의 복지서비스 제공방식에서 탈피하여, 지방정부가 해당 지역사회의 복지수요를 발굴하고 이에 적합한 서비스를 기획·제공하는 상향식(Bottom-Up) 사업이다. 본 연구는 지역사회서비스투자사업의 지역 간 편차가 발생하고 있는 현상에 주목하여, 지방정부와 지역사회의 역량이 지역사회서비스투자사업 활성화에 미치는 영향을 분석하고자 하였다. 이를 위해 본 연구는 실증분석과 더불어 지역사회서비스 지원단과의 인터뷰를 실시하였다. 분석결과 지역사회서비스투자사업의 활성화에는 지방정부의 재정적, 행정적 역량이 중요한 것으로 나타났으며, 지역사회서비스 지원단 인터뷰 결과에서도 이들의 중요성을 확인할 수 있었다. 이러한 결과를 통해 본 연구는 지역사회서비스투자사업의 활성화를 위해 지방정부가 관련 예산확대와 함께 유사한 목적 또는 대상에게 제공되는 기존의 사업들을 재편해야 함을 주장한다. 또한 사업을 전담하는 인력 및 조직을 신설하거나 서비스 개발 및 집행에 대한 매뉴얼 개발 및 보급이 필요함을 주장한다.

The community service investment project is a bottom-up project in which local governments find out the welfare needs of the local community and plan and provide the appropriate services by moving away from the central government-led welfare service delivery system. The purpose of this study is to analyze the effect of local government and local society capacity on the activation of the community service investment project. This study conducted an empirical analysis and interview with community service support teams. As a result, the financial and administrative capacities of local governments are important for the activation of community service investment projects. The results of this study suggest that local governments should review welfare and social service’s overlap and duplication with the expansion of related budgets in order to activate community service investment projects. It also argues that it is necessary to establish a manpower and organization dedicated to the project, and to develop and disseminate manuals on service development and execution.
