분권화 함정 :

Decentralization Trap :

분권은 복지국가 발전에 촉매가 될 수도 걸림돌이 될 수도 있다. 본 연구는 어떤 조건 하에서 그러한가라는 질문을 던지었다. 일반적으로 복지국가 발달의 시기에 분권화된 국가는 집권화된 국가보다 낮은 수준의 복지를 보였고, 복지국가의 축소 시기에도 분권화는 주요 정치 세력들에게 효율적이고 책임성 있는 공공서비스 개혁이라는 명분하에 복지재정 감축의 도구로 사용되었다. 그러나 사민주의 복지국가의 모델처럼 보편적 사회권의 발달은 중앙정부의 노력과 함께 지역주민의 복지욕구 대응의 책무성을 지닌 지방정부가 협력적 관계를 유지하면서 발전한 것도 사실이다. 따라서 분권과 복지의 관계는 결코 단선적이지 않다. 분권의 목표와 정책도구를 일반화하여 적용하기도 어렵거니와 복지국가의 맥락에 따라 그 함의가 다르기도 하다. 따라서 본 연구는 영국의 사례를 통해서 분권이 복지국가의 축소의 시기에 어떻게 적용되는지 살펴보고자 하였다. 영국 대처 보수당의 분권은 지방정부와 노동조합의 권한을 약화시키고 대신 그 자리에 시장과 개인에게 권한을 이양하려는 정치적인 시도였다. 신노동당의 분권은 파트너쉽과 거버넌스를 의미하는 행정적 분권의 의미가 강하였지만, 여전히 분권화는 저비용 고효율이라는 신자유주의 맥락에서 지역사회의 권한이 통제되는 성격의 것이었다. 2010년 이후 집권한 보수-자민 연정의 분권은 빅소사이어티로 대변되는 급진적인 분권화를 제시하였으나, 레토릭과 달리 그 추진은 정치적 분권의 제도화와는 거리가 멀었으며 종국적으로 재정긴축을 위한 지방정부의 권한 축소로 이어졌다. 지난 수십 년간 영국의 정치세력들은 모두 분권의 필요성을 옹호하였음에도 불구하고, 지방정부나 지역사회조직에게 이양되는 정치적 분권을 고려한 적은 없는 대신 분권을 지역사회 공공서비스 제공에 일부 참여 기회를 보장하는 조치로만 이해하였다. 결국 분권은 복지의 재정감축 명분으로만 작동한 것이다.

Decentralization can be a catalyst or a stumbling bock to the development of a welfare state. It is generally assumed that decentralized states provide a lower level of welfare than centralized states in the period of development. Decentralization is also used as a tool of austerity in the name of public service reforms during the welfare state retrenchment period. However, as shown in the social-democratic welfare states, it is also true that universal social rights have been achieved by the cooperative partnership between central and local governments where each took the responsibility to meet the needs of citizens. That is, the relationship between welfare and decentralization is not simple nor unilateral. It is difficult to generalize the purposes and polity tools of decentralization across welfare states and its implications are all context dependent. Thus, this study attempts to analyze the cases of United Kingdom. Thatcher s decentralization was a political weapon to weaken the power of local government and trade unions and instead endowed the power to market and individuals. The Coalition government s decentralization after 2010 was radical transition to decentralization and localism, named as Big Society, but there was no implementation efforts and resulted in squeezing the discretion of local government for austerity. In many years, although all political parties advocated the necessity of decentralization, they never tried to divide their political power to local government and community organizations and localism was considered as an opportunity of local organizations only to participate in public service provision, and functioned as a rhetoric of excuse for austerity.
