The purpose of this study is to explore student and school level variables influencing elementary, secondary, and high school student achievement. Using the 2008 national level student achievement data, this study found that individual and school differences of math achievement in elementary and middle school are fully explained by student background variables(gender, parents educational level, private tutoring, and dialogue with parents), while the effects of school level variables are marginal. In contrast, student process variables(self regulation and time spent studying) are the most influential variables on math achievement, while the effects of school level variables are relatively high on math achievement in high school. Furthermore, the results of HLM analysis show that administrative affairs in elementary level, school climates, grouping by ability, and teacher efficacy in middle level, and school climates, student evaluation, and delinquency in high level are influential variables on math achievement. The findings of this study imply that school curriculum for enhancing student motivation and self-regulation of learning influencing student achievement should be more developed. In addition, the policy efforts for improving student achievement should be conducted differently by school level.
