수출기업 FTA 원산지관리 역량 요인의 상대적 중요도 분석

The Relative Importance Analysis on the FTA Origin Management Competency Factors of Exporters

본 연구의 목적은 FTA 활용을 위해 수출기업이 갖추어야 하는 ‘원산지관리 역량’을 요인별로 도출하고 이의 상대적 중요도를 분석하는 것이다. 이를 위해 경영학 분야의 기업 역량 연구와 FTA 관련 선행 연구를 기초로 원산지관리 역량을 지식, 기술, 업무환경, 파트너십 등의 4개 상위 요인으로 구분하고, 요인별로 3개씩 총 12개의 세부 역량 요인을 도출하여 상대적 중요도를 분석하였다. 부산지역 FTA 전문가(세관, 관세사, 상공회의소 직원) 120명을 대상으로 설문 및 AHP 분석을 실시한 결과, 4개 상위 요인 중에서는 ‘지식’ 역량이 그리고 12개 세부 요인 중에서는 ‘협정별 원산지규정’ 관련 역량이 가장 중요한 것으로 나타났다. 전문가 집단 특성에 따라 수출기업의 FTA 원산지관리 역량 요인 중요도 순위에 차이가 있으며, 중요도 순위가 높은 요인임에도 불구하고 전문가들은 일부 요인의 경우 국내 수출기업의 원산지 관리 역량 수준을 매우 낮게 평가하는 것으로 나타났다. 금번 연구는 현재 FTA 활용에 어려움을 겪고 있거나 향후 FTA를 활용할 의사가 있는 기업들이 원산지관리 능력 향상에 의미있는 시사점을 제공할 수 있을 것으로 기대된다.

Purpose : The purpose of this study is to analyze the relative importance of the FTA origin management competency factors of export companies. Research design, data, methodology : Based on the research on competence in the field of business administration and prior studies on FTAs, we divided the FTA origin management competencies into four major factors such as knowledge, technology, work environment and partnership. We analyzed the relative importance of 12 competency factors and conducted questionnaires and AHP analysis of 120 FTA experts(Customs, Customs Brokers, Chamber of C&I) in Busan. Results : Among the top factors, knowledge competency is the most important and origin regulations by agreement competency is the most important among 12 sub-factors and there is a difference in the ranking of importance of FTA origin management competency factor according to the expert group. Conclusions : Despite of the high importance, the exporters’ level of FTA origin management is very low. This study is expected to provide meaningful implications for improving the FTA origin management competence of Korean exports.
