This article explores Koguryo’s conquest toward the south in 400, by reexamining the interpretation of the ‘安羅人戍兵’ phrase on the Gwanggaeto Stele. There is no record of Anla, which was one of the Gaya countries, in the inscription. The Gwanggaeto Stele focuses on the King’s achievements and was written from Koguryo’s point of view. In particular the article for the tenth year of Yeongrak concentrates on describing the relationship between Koguryo and Silla. Considering that the phrase ‘安羅人戍兵’ is placed in the section for the year 400 and that the phrase appears three times in the same inscription, it should be translated into “deploy Silla people”. Earlier studies have tended to analyze Koguryo’s conquest in 400 as its southern expansion and have tended to focus on Gaya’s position. However, it needs to be reanalyzed in light of the relationship between Koguryo and Silla, as the ‘安羅人戍兵’ phrase meant “deploy Silla people”. The Koguryo army joined up with the Silla one and handed over recaptured regions including Imnagara’s Jongbalseong to the Silla army during the war of 400. The fact that the phrase ‘安 羅人戍兵’ was written several times in the inscription reflects the writer’s intention to emphasize Koguryo’s dispensation, which means that Koguryo assigned the recaptured regions from Wa and the newly conquered regions to Silla.
