Establishment and Networking of Incheon Area Refugees during the Liberation and Korean War Periods

이 글은 해방~한국전쟁기 남한으로 내려온 월남민들의 정착과정을 인천 지역을 중심으로 살펴보았다. 인천은 해방 직후부터 다수의 월남민들이 거쳐가거나 머무른 도시였다. 한국전쟁 이전에는 평안도민들의 월남이 많았고, 전쟁 와중에는 황해도민들이 대거 유입되었다. 해방 정국기, 평안도민을 위주로 한 월남민들은 인천의 좌우 대립을 적극적으로 주도하였다. 우익 청년단 활동을 통해 월남민들은 대한민국에 대한 자신들의 ‘충성’을 증명하였으며 인천에 정착할 근거를 확보해 나갔다. 평안도민들은 종교와 교육의 두 분야에서 자신들의 정체성을 지켜 나갔다. 한말 이래 평안도민에게 기독교는 곧 근대문명을 의미하는 것이었으며, 평안도민 정체성의 근원이었다. 이들은 인천에 발을 디딤과 동시에 장로교회를 설립하고, 교회 인맥에 기반하여 교육 사업을 벌려 나갔다. 한국전쟁의 발발과 전황의 급변 속에서 다수의 월남민이 발생하였다. 인천에는 생활기반을 잃은 다수의 황해도민들이 유입되었다. 황해도민들은 생계를 꾸리기 위해 갖은 고생을 하였다. 다행히 인천은 경제적 활력을 지닌 도시였다. 황해도민들은 인천의 상권을 장악하였고, 전쟁 이후 들어선 미군기지를 통해 생계를 해결하기도 하였다. 황해도민 다수는 전쟁 기간 유격대로 참전하였다. 3년여의 비정규전 경험은 강고한 반공주의의 기반이 되었다. 해산과 동시에 이들은 대개 인천에 들어왔고, 이들의 유격대 경험은 황해도민들의 집단기억으로 승화되었다. 인천의 황해도민들은 이른 시기에 동향 조직을 만들고 현재까지도 강한 결속력을 유지하고 있었다. 그들의 전쟁은 아직 끝나지 않은 바, 그들의 마음 속에는 피난과 전투, 정착의 고난이 여전히 쳇바퀴처럼 돌고 있다.

This article analyzes the settlement process of the refugees who came to South Korea during the liberation and the Korean War period, mainly in the Incheon area. Many refugees passed by or stayed in Incheon after the liberation. A lot of Pyungan-do inhabitants came in before the Korean War, while the people of Hwanghae-do flowed in during the war. Prior to the war, the Pyungan-do people—i.e., the right-wing youth organizations—proved their loyalty to the Republic of Korea, and secured grounds for settlement in Incheon. They maintained their identity in the two areas of religion and education. Upon arriving in Incheon, they established a Presbyterian Church and launched educational projects based on church connections. The outbreak of the Korean War and the sudden change in the front line drew in a large number of refugees. Many Hwanghae-do residents fled to Incheon. Although they were poor, Incheon was a city with economic potential. They took control of Incheon s commercial areas. Many of the Hwanghae-do people participated in the war period as irregular military forces. The experience of three years of irregular warfare formed a basis for strong anti-communism. As they were discharged, they usually settled in Incheon, and their guerrilla experience was sublimated into the collective memory of the Hwanghae-do people.
