관료의 침묵과 자기 정당화

Silence of the Korean Bureaucrats and Their Self-justification

이 연구는 지난 수년간 한국의 관료제가 보여주었던 기본적인 책무에 대한 불성실, 징후가 비교적 뚜렷하게 드러났던 거대한 불의에 대한 순응, 그리고 그에 대한 침묵이라는 현실에 대해 설명하고자 한 시도였다. 이를 위해 이 연구는 관료의 침묵을 이론적으로 설명할 수 있는 서로 다른 여러 접근들을 소개하고 그에 기반한 가설에 근거하여 관료들이 스스로 설명한 관료 침묵의 원인을 분석하고자 하였다. 이를 통해 관료의 침묵이 어느 정도는 기존의 여러 접근에 의해 스스로 설명되고 있다는 점을 확인할 수 있었다. 그럼에도 불구하고 여전히 관료들의 발언은 현실에 대한 진단이나 설명 보다는 스스로의 행위를 정당화하는 것에 초점이 맞추어져 있다는 사실도 확인하였다. 이러한 자기 정당화의 과정을 논리적으로 재구성하면서 이 연구는 이를 관료의 나르시시즘이라는 개념으로 해석할 수 있는 여지가 존재하지 않는가 하는 제안을 하였다.

This study was an attempt to explain the reality of silence that Korean bureaucracy showed over the past few years. For this purpose, this study introduced several different approaches that can theoretically explain the silence of bureaucrats and also tried to understand the silence of the bureaucrats analyzing the remarks that bureaucrats explained themselves based on that theoretical hypothesis. This confirmed that the silence of the bureaucracy was explained to some extent by the existing several approaches. Nevertheless, this study also confirmed the fact that bureaucratic remarks are focused not on actual diagnosis or explanation but on justifying their actions. While logically restructuring the process of self-justification, this study suggested that there is room to interpret it as the narcissism of bureaucrats.
