지방자치단체 평가모형의 재설계

Re-Design of Evaluation Model for Local Government

중앙정부는 지방자치단체를 대상으로 합동평가와 개별평가의 형식으로 다양한 평가를 시행하고 있다. 그리고 지방자치단체는 스스로 성과를 평가하기 위하여 자체평가를 실시하고 있다. 지방자치단체를 대상으로 시행하는 합동평가, 개별평가 그리고 자체평가가 상호 연계되어 있다면 더 적은 비용으로 더 많은 성과를 창출할 수 있을 것으로 보인다. 이와 같은 배경 하에서 이 연구는 지방자치단체 평가모형을 새롭게 설계하여 제안하고자 하는 목적을 가지고 수행하였다. 지방자치단체를 대상으로 실시하고 있는 다양한 평가제도를 통합하고 평가결과를 연계하여 활용할 수 있는 대안을 마련하여 제안하고자 하였다. 연구결과에서는 지방자치단체 수준의 지표관리방안, 지방자치단체 평가제도의 통합방안(하향식, 상향식), 지방자치단체 평가제도의 발전을 위한 제도적 개선방안(지방자치단체평가에 관한 법률 제정, 지방자치단체 평가원 신설, 평가총량제 도입 및 운영, 기초자치단체평가 모형)을 제안하였다.

The central government has implemented various evaluations in the form of joint evaluations and individual evaluation for local governments. And local governments perform self-evaluation to assess their own performance. If joint evaluations, individual evaluations, and self-evaluation are linked to each other, it is possible to generate more results with less cost. In this backgrounds, this study is intended to design and propose a new evaluation model for local governments. We proposed a proposal that integrate various existing evaluation systems aimed at local governments and the way the evaluation results can be used in a linked manner. The results of the study show management measures of key indicators in local government level, the integration plan for the evaluation system of the local governments (top-down and bottom-up), the institutional improvement plan for the development of the evaluation system for the local governments(The enactment of the Law on the Local Government Evaluation, the establishment of Institute for Local Government Measurement and Assessment, the introduction and operation of the ‘Evaluation Regulations for Total Amount’, and the evaluation model for primary local governments.
