The purpose of this study is to find and detect the his life and management idealogy of SK Group Jong-Hyoo Chey. Jong-Hyon Chey was one of the most outstanding entrepreneurs Korea has ever seen. As a renowned businessman, he was an ardent proponent of free market economy in an environment so hostile to entrepreneurship, clearly showing everyone around him what courses the economy and the enterprises in korea should take. He was born in Suwon City Korea 1929, right before the Korean War in 1950, the chairman entered Seoul National University(SNU), majoring in agricultural chemistry, and after graduation, he went to the United States to continue his studies. He changed his major and enrolled in the University Chicago to study Economics. He was fascinated by the liberal economic theories of Professor Milton Friedman and others. After returning to Korea, he made SK one of Korea’s leading enterprises, and became the vanguard of market economy and free entrepreneurship. Unlike other entrepreneurs of his age, he experienced American Academia at such an early age, and was so an outstanding and rational entrepreneur equipped with both theory and practice. The chairman had great visions for the future of the SK Group. His model of management philosophy and creed was not only applicable to his ower group. but also to other Korean enterprises. Since the end of the 1970’s, Chairman Chey has maintained, “The 1960’s had been the age of competition in equipment, i. e., hardware, but the future would bring the competition in management, i. e., software into the foreground.” on the basis of this insight, he developed and introduced a management system unique to SK : SKMS(SK Management System). Furthermore, in 1989 he announced a new management technique named ~SUPEX(Super Excellent)Quest, ‘which he said would maximize the abilities of the individuals and organization in their pursuit of a world class enterprise in the 21st century. The Management ideology and philosophical bases of SKMS are human-oriented, rational, and reality-based management. The SUPEX theory focuses on the fact that the maximum engagement of the brains of all the people in the enterpnes will lead to maximun profits. His model may be universally applied to developedment of brains. In a nutshell, his fundamental management idealogy is human-oriented. he used to say emphatically “The success or failure of an enterprise depends on the people, and building an enterprise is equal to cultivating people. Cultivating people leads to a better enterprise.” He also placed emphasis on decision-making through the so-called ~ Can Meeting,’ where after a sufficient amount of discussion among the employees, a consensus was reached. He devoted all his energies to employee education and training. He had an uncommon intererst in managing people that he called the Dynamic Factor, and cultivating talent. Since his election to the chairmanship of the FKI (Federation of Korean Indusries) m February. 1993, he has been leading the industries with emphasis on the role of the private economy m line with the changes of the times. while serving as chairman of the FKI. he witnessed the weakening competitiveness of the Korean economy and the consequent increase of current account deficits. This made him express concerns about the possibility of a crisis such as the one in which we are currently experiencing. By establishing a private committee on national competitiveness, he led the way in breaking down the high -cost and low- efficency strucure which was the main culprit behind the weakened competitiveness of Korea. Chairman Chey was a man of reason and practicality, many of his Management idealogy were quite good. The concluded management idealogy and creed implemented through Chairman Chey life and management activity is as follows.
