‘국경’ 안에서 ‘탈/국경’을 상상하는 법 * : 일본의 베트남 반전운동과 탈영병사

Imagining beyond borders within national borders : Japanese anti-Vietnam War movements and defectors.

이 글에서는 1960~70년대 일본의 대표적인 베트남 반전 운동 단체였던 베헤이렌(Beheiren)과 베헤이렌 산하의 ‘자테크’(JATEC)가 주도했던 탈영 미군 병사에 대한 비합법 ‘밀항’ 지원 운동이 “국가를 넘어서는 개인”이라는 베헤이렌/자테크의 기본 이념과는 달 리, 실제로는 국가와 국경에 의해 크게 제약되고 있었음을 밝힌다. 제약은 세가지로 나누어 볼 수 있다. 첫째로 소련을 경유해 스웨덴 망명에 성공한 미군 병사들이다. 이들의 성공은 소련 및 스웨덴의 국가 시스템과 무관하지 않았다. 또 이들을 지원한 베헤이렌/자테크도 미일관계의 “역전된 불평등성”에 의해 보호받는 역설적인 구조에 놓여 있었다. 둘째로는 일본 국적을 지닌 미군 탈영 병의 출현이다. 이에 대해 베헤이렌/자 테크는 “국경을 넘어서는 개인”이라는 원리가 아니라 그가 평화헌법(pacifist constitution)의 적용을 받는 일본 국적자 라는 내셔널리즘의 논리를 작동시킴으로써 그의 일본 거주를 이끌어냈다. 셋째로는 한국인 탈영병에 대해서는 “국경을 넘어서는 개인”이라는 원 리도, “역전된 불평등성”도, 평화헌법도 작동되지 않았고, 일본의 주권을 위협하는 ‘밀항자’라는 논리가 일본 정부에 의해 작동되었다. 따라서 베헤이렌 /자테크의 탈영병 지원운동은 이념적 으로는 “국가를 넘어서는 개인”이라는 원리를 내세우고 있었지만, 구체적인 실천에서는 국적 및 협정 등과 같은 법적 제약 하에서 작동될 수밖에 없는 구조에 놓여 있었다고 할 수 있다.

This article argues that the Beheiren/JATEC-led “illegal” movement to support American defectors in the 1960s and 1970s was severely constrained by the states involved and national borders. This argument nullifies their premise that the movement was based on its basic ideology of “individuals beyond the nation states.” This article cites and examines three kinds of defectors that were rescued by the movement. First, there were American defectors who exiled to Sweden via the Soviet Union. Their success to exile had a lot to do with Sweden s political system. Beheiren/JATEC was also able to support them based upon the ironic American-Japanese concept of “inequality reversed.” Second, there were G.I. defectors with Japanese nationality. Yet, the movement emphasized that they were Japanese citizenship holders within the jurisdiction of a Japanese pacifist constitution rather than “individuals beyond the national borders.” Third, in the case of South Korean defectors, they were treated as stowaways who challenged the national sovereignty of Japan. These Koreans were protected by neither the Japanese pacifist constitution nor trans-border logics. The article concludes that the Beheiren/JATEC-led movement to support the defectors worked based on their nationality, treaty, and law within the framework of the Japanese state, even if the movement aimed to go beyond the boundaries of nation-states.
