Unit Job Analysis of Crisis Management Manual : Base on Terrorism Unit Job

본 연구에서는 테러리즘의 이론적 배경을 분석하여 테러에 관한 명확한 개념을 정리하였다. 그리고 세계 테러 현황을 파악하여 테러 발생 가능성 및 테러 단위직무 필요성을 파악하였다. 테러 공통단위직무를 도출하기 위해 재난유형별 대응 부분 공통단위직무 중 사회질서 및 대외 협력 단위직무를 분석하였다. 각 기관별 사회질서 및 대외 협력 단위직무를 도출하여 중복성을 제거하였고, FEMA의 테러 시나리오에 적용 적합성을 분석하였다. 테러상황 파악 및 지원 세부 단위직무 등 8개 단위직무를 도출하여 제안하였고, FEMA 시나리오를 활용하여 테러 단위직무의 적합성을 확인하였다.

In national protection plan for counter terrorism, an incident of terrorism is not clearly defined as a disaster by public safety law. However, in light of incident risk management the Ministry of Public Safety and Security should play a supportive role in emergency situation for counter terrorism response. According to the report of “The improvement of National Risk management Manual (NRMM) by Standardizing the Task Units (Tus)”, Task Units of counter terrorism is not included because the frequency of terrorism incident is competitively low in Asia. Although the likelihood of terrorism incident is low, innocent citizens and the public should be protected against any terrorism threat by national protection system. From the aspect of public safety and security, this research has focused on the Task Units for counter-terrorism response in order to mitigate a consequence risk. As a result, individual Task Units in central and local government regarding a terrorist incident are divided into 8 different Task Units from the Common Task Units of the national response framework. FEMA scenarios were used to confirm the suitability of the terrorist work.
