한국 사회복지정책의 현황과 발전 방향

The Present Situation and Future Directions of Social Welfare Policies in Korea

인간의 상품화를 전제하는 자본주의 사회에서 사회복지제도는 허구적 상품화의 폐해를 수정하는 중요한 기능을 수행하는 제도이다. 이 글에서는 이러한 측면에서 사회복지제도를 규정하고 한국 사회복지제도의 발달과정과 현재의 상태를 개관하였다. 역사적으로 볼 때 한국의 사회복지제도가 파행적인 발달과정을 겪었다는 것은 주지하는 사실이며, 특히, 사회보장지출구조로 보았을 때에도 한국의 사회복지제도는 시장순응적인 사회보험형으로 구조화되어 있고 저소득층을 위한 지원제도가 명목적이며 미비한 파행적인 구조를 가지고 있음을 알 수 있다. 국제경쟁의 심화 등 변화하는 세계질서에 대처하기 위해서는 시장체계의 모순을 해독할 수 있는 보다 충실하고 정교한 복지기제의 개발이 요구된다.

The capitalist society premises the commodification of human labor. The basic function of the social welfare system is to rectify the harms caused by this dehumanizing factor, that is, commodification. This paper, defining the social welfare institutions as those performing the decommodifying function, examines the present situation and future directions of the Korean social welfare policies, which are characterized by its strong market-conforming orientation and the minimum financial commitment of the state. The Korean social welfare system heavily depends upon the social insurance schemes which are financed mainly by the insurance contributions; the overall level of expenditure of social welfare as the percentage of GNP remains exceptionally low (3.5% as of 1992) as compared to the countries with similar level of per capita GNP. Facing the rapidly changing world order, the Koreans should develop the more sophiscated welfare mechanisms which are able to resolve the contradictions of the market system.
