복지결정론 테제에관한 연구

A study of welfare determinants: political-institutional context, socio-economic context, and international context

전후 서구에서 복지국가체제가 도입되고, 특히 세계자본주의의 회복기를 거치면서 확장적으로 정착되자, 이러한 복지국가의 역사적 운동 즉 복지국가의 기원과 발전 그리고 이것이 사회에 미치는 영향을 학문적으로 설명하려는 움직임이 활발하게 진행되었다. 이에 발맞추어 전후의 복지국가를 건설하게 된 결정요인에 대한 연구도 ‘복지결정론’이라는 이름으로 60년대 이후 이루어지고 있으나, 연구자의 학문적 입장과 이데올로기적 경향에 따른 다양한 학문적인 견해만이 산재하고 있을 뿐 어떠한 합의된 테제도 도축하지 못하고 있다. 이 논문은 이러한 복지결정론에 관한 기존의 다양한 연구성과를 분석하여, 기본 테제에 맞추어 체계적으로 정리함으로써, 앞으로 복지결정론에 관한 연구를 진행하는 연구자가 자신이 전개하는 논의의 위치를 정확하게 파악하여 본격적인 복지결정론을 연구하는데 어느 정도 도움이 되리라는 기대에서 작성되었다. 이 논문에서 다루고 있는 복지노력을 결정하는 기본 테제는 정치ㆍ제도적 맥락, 사회ㆍ경제적 맥락 그리고 국제적 맥락으로 나누어 각각을 설명하고 있다.

Based on the ideological consensus on social democracy and mixed economy, the welfare state has developed remarkably and its programmes have been widely implemented in the post-war Western societies. Accordingly, numerous accounts have been made to manifest causes and effects of the development of the welfare sates, though there has never been a clear agreement on the origins of the welfare state, and its effects on the society to which it belongs. This paper is designed to examine the existing researches about the determinants of welfare efforts, to recapitulate them according to their basic themes, and to draw some research implications for those interested in this subject. Basic themes used in this paper are divided into three sets of explanations : the political-institutional context, socio-economic context, and international context.
