한국 사회복지학의 정체성

The identity of social welfare studies in Korea

한국 사회복지학은, 자본주의의 발달로 인해 사회복지제도의 필요성이 생겨나기 전에 미국식 사회사업학으로서 소개되었으며, 미국, 영국, 일본 등의 선진국들에서 사회사업학이 하나의 학문분야로 대학에서 인정되기까지 오랜 기간을 경과한 것과 달리, 한국의 경우는 서울대학교를 비롯한 주요 대학에서 사회사업학과가 일찍이 설치되는 등 독특한 도입단계를 거쳤다. 또한, 그 이후 성장과정에서도 미국 사회사업학의 1960년대의 변화를 일정한 시차를 두고 수용할 수 있었다는 점과 1980년대에 한국에서 정치경제학적 연구경향이 등장하였다는 점, 그리고 사회개혁이나 사회정책학적 전통이 미미하였다는 점 등으로 인해 사회사업학 자체의 지평이 일본이나 독일식의 사회정책과 영국식의 사회행정 그리고 미국식의 전문사회사업 모델을 포괄하는 매우 광범위한 범위로 확대되는 독특한 경험을 하였고, 이로 인해 사회사업학은 사회복지학으로의 변용을 이루게 되었다. 그러나, 이와 같은 역사적 특수성에서 기인한 사회복지학의 지평 확대는 동시에 사회 복지학의 정체성 문제를 야기하게 되었다. 한국 사회복지학의 정체성 문제는, ① 타학문과의 독립성 문제(종합학문과 독립과학), ② 내적인 체계성과 일치성의 문제(임상과 정책), ③ 과학성과 실천성의 문제(이론과 실천), ④ 문화적 토착성(보편성과 토착성)의 문제로 요약될 수 있다. 이 글에서는 이 네가지 문제에 대한 각각의 대아들을 논의하고 적절한 방향성을 모색하는 데 중점을 두었다. 결국, 실천에의 불균형적인 강조보다는 과학성에의 끊임없는 추구를 바탕으로 한 실천학문으로서의 정체성을 확립하여 임상과 정책을 포괄할 수 있는 이론 및 실천 개념과 방법을 수립하는 것이 종합학문으로서의 성격을 유지하면서도 내적인 일치성과 외적인 독립성을 확립할 수 있는 방향이라 하겠다. 또한, 이것이 한국의 역사적 특수성에서 기인한 한국 사회복지학의 정체성 확립에 한국의 특수한 내용을 부여할 수 있는 길이며, 이로부터 한국 사회복지학의 보편성도 획득될 수 있을 것이다.

This paper explores the identity of social welfare studies in Korea, that are now being taught in more than 60 colleges and universities mainly at the undergraduate level. The points are made from a comparative historical perspective, that social welfare studies in Korea is unique in its scope and breadth of concern it covers as well as in the socio-political status of the leading academicians with social welfare background as compared with cases in the U.S., U.K., Japan, and Germany. Social welfare studies in Korea incorporates not only thee professional model of American social work, but also the notion of German social policy and British social administration. Japan is the case where social policy and social work are completely separate with little communication. And unlike the case of the U.S., the U.K. and Japan, not to mention Germany, all the major leading universities in Korea have the department of social welfare and usually have academic Ph.D. programs. In terms of the higher education administration, social welfare studies in Korea is structured as a part of main stram social science studies, which is not the case where social work is educated at the professional schools, if not the vocational schools. Despite of these relatively favorable features of social welfare studies in Korea, however, it is quite weak as an independent and coherent academic discipline. Four issues of disciplinary identity have been taken: 1) independence versus interdependence from and with other related disciplines; 2) internal consistency as a systematic body of knowledge, for instance between clinical social work and policy analysis; 3) relevance of theory and practice, balance between science and art; 4) the issue of cultural indigenousness and generality versus specificity.
