거시적 사회사업개입을 위한 지역사회 분석틀

A framework of community analysis for social work intervention at the macro level

국내 사회복지학문 분야와 환경의 변화에 따라 사회복지를 실천하는 전문인력은 그 역할이 대상자에게 직접 서비스를 제공하거나 정책 및 프로그램을 개발하거나에 관계없이 거시적인 개입을 하지 않을 수 없으며, 또 이를 위한 지식, 기술, 윤리적 기반을 갖추지 않을 수 없다. 일반적으로 거시적 접근(macro practice)이라고 하는 것은 조직(기관)과 지역사회에 계획된 변화(planned change)를 초래하기 위한 전문적인 개입을 말한다. 이와 같은 거시적인 차원에서의 활동은 조직, 지역사회, 그리고 정책영역에 사회사업가가 개입하는 것을 의미하는데, 각 영역에 대한 기본적인 지식은 모든 사회사업가에게 필수적으로 요청된다고 할 수 있다. 본 논문에서는 사회사업가가 거시적인 개입을 하기 우해서는 그가 일하고 있는 지역사회에 대한 이해가 있어야 한다는 전제하에서 어떻게 지역사회를 분석할 것인가에 대한 구체적인 분석 영역과 과업을 탐색하여 보았다.

Macro practice refers to the professional intervention with planned change of organization, community, and social policy. The importance of macro practice has been increased in social work profession, resulting from complexity of social problems and change of socio-political environment. For the macro practice, social workers need to understand community; 1) understanding characteristics of target population, 2) identifying geographical boundary, problem, and dominant value system of community, 3) recognizing differences of target population through acknowledging formal and informal suppression mechanism of community and evidence of discrimination, and 4) understanding community structure including power structure, resource accessibility, and resource control system of community.
