Accountabillity Challenge: Empirical Response and Its Dilemma

사회복지에 투입되는 사회적 자원의 양이 증가하면서 사회복지 프로그램은 효과성과 효율성을 동시에 달성하고 이를 증명하여 가시화하도록 하는 압력에 직면하고 있다. 기존의 자원제공자들은 복잡하고 까다로운 지원절차를 내세우고 있으며, 각종 사회복지 프로그램들은 자원제공자들의 이러한 요구에 따라 프로그램 실시방법은 물론 프로그램의 내용, 프로그램의 목적까지 변화시켜야 할지 모르는 딜레머에 봉착하고 있는 것이다. 게다가 타전문직은 사회복지 전문가들에게 고유의 전문적 효과를 중명해 보일 것을 요구한다. 이 글에서는 환경으로 부터의 이러한 압력에 대응하는 사회복지 프로그램의 대응전략을 탐색하고 이것이 내보이는 새로운 문제점들을 식별하여 본다.

Increased resources on social welfare force voluntary organizations to prove and even visualize the effectiveness and efficiency of their goal achievements. Existing funders ate requiring more complicated and difficult procedures for support so that the voluntary social programs are facing the dilemma in which they would change the methods, contents, and probably the goals of their services in accordance with the fenders’ requirements. In addition, contending professionals of other disciplines call for the social workers to show their own expertise and professionality in daily practices accountability crisis. Social work professions seem to be ready to implement the accountability imposing from the environments sorrounded them. Researchers, however, show the concerns that the goals of social work services may be displaced while responding the challenges with their ambitious alternatives based on so called ‘social planning’. This paper explores the social work profession’s response on those challenges and the potential problems of that kind of response. These problems may be such as clinging empiricism for showing the effectiveness, screening clients for increasing the service productivity, sticking to professionalism for maintaining the status and dgnity, and so forth. These problems may cause the goal displacement which is said to be the worst state of social welfare programs which is co-optating the resources. Now, social work programs have to take accountabillity to the fenders and to the clients at the same time. This may be implemented by choosing the values and norms that social workers have to follow reflecting their professional ethics and commitments.
