청소년 자원봉사활동의 현황과 과제

Voluntary Activities of the Youth : Issues and Tasks

3-4 년 전부터 사회적 이슈로 떠오른 중고등학생의 자원봉사활동은 대단히 많은 문제점을 안고 있다. 청소년의 자아실현과 사회성 중진은 물론 공익증진과 공동체 사회의 재형성에 기여할 것으로 기대되었던 청소년 자원봉사 활동은 제도시행에 관한 충분한 준비가 결여됨으로 교육청, 학교, 관련기관과의 사전협조나 연계가 전혀 이루어지지 않고, 성적 반영에만 급급해 시간만 떼우고 점수만 받으면 된다는 그릇된 인식이 널리 퍼져있다. 따라서 청소년자원봉사의 활성화를 위해서는 효과적인 전달체계의 확립, 전문가의 육성과 배치, ‘봉사학습’이라는 청소년자원봉사의 개념에 맞는 전문교사 양성과 교과과정 개발, 학부모와의 협조관계 구축, 자원봉사 활동 영역의 개발, 교육부 평가지침이나 자원봉사 보험 등 제도적 지원체계의 확립 등이 필요하다. 활동 영역 개발을 위해 ‘교과중심과제’에 의한 사례를 제시하였다.

Youth volunteer activities which have become a major social educational issue since 3-4 years ago produce many problems. These activities were expected to contribute to increase of public benefits and rebuilding of community as well as ego-realization and promotion of social mind of the youth. But, due to lack of appropriate preparation for the enactment of the program, there have not been satisfactory relationship and cooperation among education authorities, schools, and related institutions. Some students wrongly think that, because all they have to do is getting a designated point on these mandatory activities, they may idle away their time, not working hard or heartily. Thus, in order to activate the youth voluntarism, it is necessary to establish effective delivery system, and develop curriculum suitable to the concept of service learning of youth voluntarism, to build cooperative relationship to construct institutional support system such as evaluation guidelines made by Education Ministry or volunteer insurance. A model of ‘curriculum-based projects’ is presented to help develop activity fields.
