복지국가 유형론으로 이해한 일본의 사회보장체제

An Understanding of the Japanese Social Security System from the Welfare State Typologies

이 글은 1980년대 이후 서구의 국가중심 사회보장체제의 개혁논의에서 하나의 지향점이 되는 일본 사회보장체제의 본질과 구조를 복지국가 일반론의 틀에서 규정고자 한다. 이 논의는 여타 OECD국가들과 다른 일본의 사회보장체제의 세 가지 특징에서 출발한다 : 상대적으로 작은 규모의 국가부문의 소비와 사회복지비지출; 확실히 낮은 소득 불평등; 그리고 자신들의 근로자를 대상으로 하는 정차된 기업에 의한 복지급여제공. 이 글은 일본 사회보장체제의 본질과 구조를 분석하고자하는 서구 사회 과학자들의 논의들을 비판적으로 검토한 후 이들 논의들이 가지는 취약점을 극복하고 일본 사회보장체제의 발달사를 분석한다. 이 역사적 분석과정에서 단계에서 소위 “일본형 복지사회”의 실체를 비판적으로 검토하고자 한다. 이 글은 역사적 여구를 바탕으로 일본 사회보장체제의 정의를 복지국가 유형론에서 도출하여 “상대적으로 강력한 보수적-조합주의적 요소를 갖춘 결합형 자유주의적 사회보장체제”로 규정하고자 한다.

This paper analyze the nature and the structure of the Japanese social security system. Western theories in the field of the welfare states have limits in the analyse of the Japanese social security system, because they are based on the state-led social policy. In particular, they have problems to do with the three characters of the Japanese social security system in comparison with other welfare states : the small size of the state consume and of the social welfare benefits from the state; the relative small scale of the income inequality; and the state-related system of the fringe benefits for employees. For the study on the Japanese Social Security System, this paper analyzes the Japanese Social Security System in the following two ways : critics of the Western analyses of the Japanese Social Security System; the historical analyse of the development of the Japanese social security system itself. The result of this study shows that Japanese social security system can be defined as “a combined liberal social security system with relative strong conservative-corporative elements”. This operative definition for the Japanese social security system can be enable us to understand essence of the so-called ‘Japanese style of a welfare society’, which many politicians and scholars in the western countries as well as in Japan have discussed since the 1980s.
