지역복지운동의 현황과 과제

Characteristics and tasks of Community welfare movement: on the Gyeongsang Namdo

본 연구는 사회 복지 분야의 최근 주제이면서도 많은 관심을 모으고 있는 사회복지운동의 현황과 과제를 경남 지역을 대상으로 조사, 분석한 것이다. 경상남도의 지역 복지 운동이 누구에 의해, 어떻게 이루어져 왔는가를 살펴봄으로써, 이에 대한 평가와 동시에 문제점 해결을 위한 과제를 도출하는 것이 본 글의 목적이다. 경상남도 지역 복지 운동 평가를 위한 준거 틀로서 본 글을 먼저 전국적인 차원에서 진행되고 있는 사회 복지 운동의 형태를 살펴보았다. 그 결과, 사회복지협의회의 활동, 사회복지제도에의 참여, 특정 이슈에의 참여, 조례 제정 운동, 사회복지교육 등 다섯 가지의 운동 형태가 있음이 발견되었다. 이를 토대로 경상남도 지역 복지 운동을 평가한 결과, 여타 지역에 비교해서 사회복지 협의회의 비활발성, 주민욕구에 부응하지 못하는 위원회의 파행적 운영, 사회복지 이슈에 대한 사회복지단체간, 시민단체간, 혹은 양자간 긴밀한 현대활동의 부재, 마지막으로 지역 주민의 복지 의식 제고에 필요한 지속적이면서도 공식적인 사회복지 교육의 부재 등이 문제점으로 드러났다. 이러한 문제점을 해결하기 위해서 본 연구는 사회복지협의회의 조직 개편 및 시군구 사회 복지 협의회의 구성, 지역 사회 복지 이슈의 부단한 개발, 지역 복지 운동 네트웍의 형성 등을 제안하고 있다.

This study concerns, concentrated on Gyeongsang Namdo, analysis of characteristics and task of social welfare movement which is the latest subject. The purpose of this study is to evaluate community welfare movement of Gyeongsang Namdo and to extract its task, by analysing the subject and methode of this movement. First of all, this study examines the form of social welfare movement on the national level which serves reference for analysis. Thus this study finds five forms of movement : activity of Council of Korean social welfare, participation in the public committee relative to social welfare, engagement in special social welfare issue, movement for establishment of ordinance, operation of social welfare education. Second, this study finds that in this regard, there are many problems and insufficiency in the Community welfare movement of Gyeongsang Namdo. Third, in order to resolve problems this study proposes the reform of organization of Council of Social Welfare, the incessant innovation of community welfare issue, the formation of community welfare network.
