Social Welfare Policy during the Kim Young-sam government: Globalization and Social Welfare

본 논문은 김영삼 정부 하에서 이루어진 사회복지제도의 변화과정을 세계화와 관련하여 살펴보고자 한다. 김영삼 정부 하에서 세계화는 우루과이 협상의 타결로 인한 무역시장의 전면개방을 통하여 추진되었다. 그러나 이와 동시에 김영삼 대통력의 ‘세계화 선언’을 계기로 세계화는 국가의 모든 정책결정과정을 지배하는 정책 아이디어로서의 역할을 수행하였다. 그리하여 정치체제의 민주화에도 불구하고, 김영삼 정부는 여전히 전년도 답습의 낮은 사회복지비 지출 수준을 유지하였으며, 사회복지의 공급에 대한 국가의 역할과 책임을 강화하기보다는 ‘한국형 복지사회모델’이라는 이름 하에 비국가부문, 즉, 가족, 시장, 지역사회, 비영리집단 등의 역할 증대를 강조하였다. 사회보장제도의 개혁과 관련하여, 농어민연금제도의 도입은 세계화로 인한 사회경제적 손실이 특정집단에게 집중되는 경우에 사회통합을 위한 수단으로 사회복지제도가 도입될 수 있음을 보여 준다. 그러나 실업보험의 개혁, 국민연금 개혁안, 개인연금의 도입 들은 정부가 사회복지정책에서 기업친화적 또는 시장순응적 성격을 강화하고자 했음을 보여준다. 이러한 변화와 관련하여 본 논문에서는 세계화라는 정책 아이디어의 영향 속에서 사회복지정책이 경쟁력 강화의 요구를 수용한 결과라고 주장한다.

The purpose of this paper is to examine the effects of globalization on the reforms of social security system during the Kim Young-sam government. Under the Kim government, globalization profoundly took place in importing trade market, following the agreement of Korea on the Uruguay Round at the end of 1993. It is also important to note that in the Kim government, globalization was regarded as the policy idea which dominates the policy making process, along with a new political watchword of ‘Segehwa’ declared by the President Kim Young-sam. The Kim government did not make a serious effort to spend more expenditure on social security. Rather, social security expenditure was following a very much incremental approach in the budget process of the government. The government did not play the important role in the provision of social welfare. Instead, the government emphasized the roles of other non-governmental providers in the social welfare provision under the catchword of ‘Korean welfare society model’. Regarding the reforms of social security system, the government extended the National Pension Program to the farmers and fishermen as a way to compensate losers in the process of globalization. However, the other reform measures, such as the revision of unemployment benefit scheme, the reform proposal of the National Pension Program, and the introduction of the private personal pension scheme were all aimed at the strengthening of the business-friendly or market-confirmative characteristics in the social security system. Arguably, the Kim government was increasingly taking into account the imperative of competitiveness in the formation of social security policy, affected by the policy idea of globalization.
