민간 비영리 사회복지부문 연구를 위한 이론적 고찰

Theoretical Perspective on the study of Nonprofit Social Welfare Sector - Partnership Between Government and Nonprofit Social Welfare Sector

이 글은 현대 복지국가에서 사회복지서비스 공급의 새로운 대안으로 떠오르고 있는 정부와 민간 비영리 사회복지부문의 파트너쉽에 대한 이론적 접근이다. 1970년대 후박부터 복지국가위기론과 더불어 복지국가에 대한 비판이 증가하자 서구의 복지국가들은 자유와 효율의 가치에 기반을 둔 신자유주의에 따른 경제질서의 재편으로 경제적 어려움을 탈피하거나 해결해 보려는 시도를 단행하였다. 이같은 시도들이 민간부문의 역할을 확대하였다. 공기업을 민영화하거나 공공서비스의 공급을 민간부문으로 이양하거나, 혹은 민간기관과의 계약이나 서비스 매입을 통하여 공공서비스를 전달하는 방법들이 선택되었다. 그러나 이와 같은 신자유주의 경향속에서도 준공공재로 분류되는 사회복지서비스의 공급은 민간부문이 공공부문을 대체하는 ‘민영화’의 전략보다는 사적으로 운영되지만 다수와 공익을 대변하는 조직적 특성을 가지고 있는 민간비영리부문과 공공부문이 서로 협력하여 제공하는 방안이 모색되고 있다. 즉 국가와 마찬가지로 집합재적 재화를 제공하는 민간 비영리부문에게 정부가 재원을 지원하여 사회서비스를 제공하게 함으로써 공공부문이 가진 지나친 경직성, 비경쟁성, 비인간성을 극복할 뿐만 아니라 민간비영리부문의 한계인 재정적 부족을 보완하여 민간부문과 정부부문이 다 같이 승승(win-win)할 수 있는 방법이 사회서비스 공급의 대안으로 등장하고 있는 것이다. 본 고는 이 정부와 민간 비영리부문의 협조적 역할분담에 관련한 논의들에 대한 고찰을 통하여 새로운 사회복지서비스 공급방안을 조망하여 보았다. 따라서 민간 비영리 사회복지부문의 개념적 정의와 사회복지서비스를 공급하는데 있어서 정부와 민간사회복지부문의 협조가 요구되는 이유에 관한 이론적 근거들, 정부와 민간 사회복지부문이 협력하여 사회복지서비스를 제공하는 다른 나라의 경험, 정부와 민간부문의 관계 유형 이론과 이론적 한계점 등을 고찰하고, 이러한 고찰을 바탕으로 기존의 이론의 한계성을 보완하여 정부와 민간 비영리사회복지부문의 협력 관계의 새로운 유형화를 시도하였다.

This paper is a theoretical approach for the partnership between government and nonprofit sector, which is an alternative to providing social service in the modern welfare state. Originating from the late 1970’s, due to the increased criticism against the welfare state and welfare state crisis theory, the western states took action in an attempt to rearrange their economic situation and escape from or solve economic difficulty based on the new liberalist thought. These attempts increased the role of the private sector. This was achieved through transforming the government organizations to private enterprises, shifting the public services provided to private organizations, or through contracts with private organizations. However, even among such new liberalist trend, in case of providing social services is the quisi-public goods, the partnership between the government and nonprofit sector characterized private initiative but public serving is has been seeking than privatization. Thus, the nonprofit sector was financially supported by the government like other government services, which not only reduced the rigid, uncompetitive and inhumane aspect of government organizations, but also facilitated the financially struggling nonprofit sector. This provided a win-win situation between both parties. This study analyses the division of roles between the government and nonprofit sector and tries to produce a new approach in which social services can be provided. Therefore the conceptual definition of the nonprofit social welfare sector and theoretical background for partnership between the government and nonprofit sector to providing social services, other countries partnership experiences, and the theoretical restraints of this partnership were all analyzed. Finally, utilizing the above analysis a new model of the partnership between the government and nonprofit sector was explored.
