아동ㆍ청소년의 사회적 배제에 관한 고찰

A Study on Social Exclusion of Child and Adolescent: Focusing on runaway, violence performing, and working youth

본 연구는 가출청소년, 폭력가해청소년, 그리고 근로청소년에 대한 사회적 배제의 원인을 생태학적 관점에서 규명하고, 사회적 통합 차원에서 개입방향을 제시하는데 그 목적이 있다. 연구결과 먼저 가출청소년은 가출 이전부터 빈곤한 환경적 요인으로 인하여 의식주 및 안전과 관련된 사회자본에 접근할 가능성이 배제되어 있다. 이로 인해 가출이 발생할 가능성이 높고 사회환경으로부터 이들의 사회적 통합을 방해하는 다양한 제도적 요인들에 의해 더욱 사회적 배제가 강화되어가고 있다. 둘째, 폭력가해청소년은 대개 가정폭력과 입시위주의 기형적 학교교육의 피해자로 볼 수 있는데, 이에 대한 예방 및 통합적 차원에서의 개입서비스가 거의 없어 사회적 배재를 심화시키고 있는 것으로 드러났다. 셋째, 근로청소년들은 주변화된 직종이나 저소득의 안정성 없는 직종에서 열악한 노동시장에서 제도적ㆍ법적 보호를 받지 못하고 있는 것으로 드러났다. 사회적 배제의 개념을 통해 가출청소년, 폭력가해청소년, 그리고 근로청소년에 대한 접근을 할 때에는 빈곤한 가정환경 측면뿐만 아니라 생태학적 관점에서 법, 제도, 사회적 자본, 가정환경, 학교환경, 또래관계, 노동등 포괄적이고 다차원적으로 접근해야 할 필요가 있다.

This study is to search the reason of the social exclusion of the adolescents in the ecological perspective through the present condition, definition, characteristic, problems of runaway adolescent, violence performing adolescents, and working adolescent, and furthermore present the intervention direction to solve the social exclusion in the level of social inclusion. As a results, the runaway adolescents have the high possibility of leaving home because they are already excluded from the access to social capitals related with basic foodㆍclothingㆍshelter and safety. Second, the violence performing adolescent is excluded from their family situation, school surroundings, and friend relationship. Third, in the perspective of social exclusion, working adolescents are meaningful as they are indirectly experiencing the society through labor, and they prepare the future labor. The approaches to runaway adolescent, violence performing adolescents, and working adolescent in the perspective of social exclusion should be done not only in the poverty aspect, but also in multi-dimensional aspects, that include law, system, social capital, family situation, school surrounding, friend relationships, labor.
