사회복지프로그램 기획에서의 concept mapping 적용 가능성

A Study on the Applicability of Concept Mapping in the Planning of Social Welfare Programs: Focus on Program Related Low Birthrate

본 연구의 목적은 사회복지프로그램 기획 과정에서의 concept mapping 적용 가능성을 확인하는 것이다. Concept mapping은 복잡한 개념이나 아이디어를 구조화하고 개념화하여 그림으로 제시하는 것이다. 진행단계는 준비-아이디어 수집-서술문 구조화-서술문 표현-분석결과 해석-결과 활용으로 나뉜다. 본 연구에서는 프로그램 기획 과정 중 성과 예측 영역에 concept mapping을 시도하였다. 부산지역 사회복지조직 및 관련단체 중간관리자 19명을 대상으로, ‘지역사회에서 저출산 관련 프로그램이 성공적이었을 때, 기대되는 성과는 무엇인가?’에 대해서 아이디어를 수집하고, 분류하고, 유형화시켰다. 그 결과, 총 7개의 군집이 형성되었으며, 그 중에서 ‘아동관련 정책 및 서비스 확대’가 가장 큰 성과로 나타났다. 프로그램 기획과정에 concept mapping을 적용해 본 결과, 성과에 대한 경험적인 구조화가 가능하였으며, 의사결정시 성과의 우선순위를 결정하는데 합리적 기준을 제시할 수 있음이 검증되었다. 하지만 한계점으로 개념화의 타당도를 지지해 줄 수 있는 근거가 경험적으로 확인되기 어렵다는 점, 진행조정자나 참여자 등과 같은 개별 요소들의 통제 어려움으로 자료수집의 일관성을 담보하기 어렵다는 점도 확인되었다.

The purpose of this study is to verify the applicability of concept mapping in the process of planning social welfare programs. Concept mapping is a kind of methods by which complicated concepts and ideas are structured and conceptualized into pictures. The stages are in the order of preparation - collecting ideas - structuring statements - representing statements - interpreting the results of the analysis - applying the results. In this research, concept mapping was applied to the step in which the expected outcomes resulted from the problem-solving could be predicted before specific intervention activity or input is determined in the process of program planning. The data of the ideas, came from 19 middle managers working for the social welfare centers in Pusan, over the expected outcomes which could be predicted under the assumption of when law-birthrate problem in the community is successfully solved, were collected, classified, and typified. As a result, among total 7 clusters formed, policies related to children and expansion of the services came to the strongest outcomes. When concept mapping was applied to the program planning, the consensus of the opinion came easily in the decision-making process, and the participants were empowered. In addition, clear conceptualization on each element of the program planning was made. This study, however, has limits in some aspects, such as the validity of the conceptualization and capability of the moderator.
