중증 지체장애인의 활동보조서비스 욕구에 대한 영향요인 검증

A study on the influential factors on the PAS need of people with physical disability - adapting ICF

본 연구의 목적은 중증지체장애인의 활동보조서비스 욕구에 영향을 미치는 요인을 ICF 분석틀을 적용하여 검증함으로써 한국의 활동보조서비스 판정체계 개선에 필요한 근거와 방향성을 제시하는 것이다. 2006년 11월 국가인권위원회가 중증장애인생활실태를 조사하기 위해 수집한 데이터를 2차 자료로 활용하였고, 본 연구의 조사대상자는 전국에 거주하고 있는 1급 지체장애인 344명이다. 활동보조서비스의 욕구에 영향을 미치는 기능 및 장애요인과 배경요인을 검증한 결과, 만성질환이 없는 경우, 전신마비인 경우, 사회참여가 활발한 경우, 중소도시 및 농어촌에 거주하는 경우, 물리적 환경에서 어려움에 많이 직면할수록 활동보조서비스의 욕구가 증가하는 것으로 나타났다. 위와 같은 연구결과는 중증장애인의 활동보조서비스 욕구를 충족시키기 위해서는 서비스 판정과정에서 신체적 기능 뿐 아니라 사회참여 수준과 환경적 요인을 고려하여야 함을 제시하고 있다.

The purpose of this study is to investigate the keys factors influencing need for personal assistances services, and look specifically at the ICF(WHO, International Classification of Functioning, Disability and Health) framework. We used secondary data collected via a survey of life status in severely disabled people by the Korean National Human Rights Commission(2006). This study investigates two dimensions of factors which include function and disability factors, contextual factors using multiple regression analysis for 344 adults with physical disabilities. The finding shows that absence of chronic disease, presence of tetraplegia, high level of social participation, living in small cities or rural areas, perceived severity of physical environmental barriers are statistically significant factors for increasing need for personal assistance services. The relative size of influence of these variables in terms of their association with dependent variable was followed by perceived severity of physical environmental barriers, level of social participation and others. It is important that policy makers understand what factors influence need for personal assistance services and consider this into their service delivery. It implies that level of social participation, environmental factors should be included as important determinants in service assessment process to meet the physically disabled s needs for personal assistance services.
