빈곤과 사회적 배제에 대한 자기보고식 측정 가능성 모색

본 연구는 빈곤을 파악하는 데 있어 사회적 배제론이 지닌 유용점을 실증화시키기 위한 측정도구를 개발하기 위한 사전작업으로서 측정도구 구성의 가능성을 제시하고자 하였다. 사회적 배제론은 빈곤을 단순한 결핍의 차원에서 박탈과 배제의 차원으로 확장하여 이해가능하게 하여 집단역학적 측면과 권리보장적 측면을 동시에 고려할 수 있도록 한다. 사회적 배제 측정에 관한 현재 연구들이 거시지표중심의 연구 및 2차 자료분석을 중심으로 하는 연구로 이루어져 있어 각 차원간의 구조적 관계를 충분히 드러내지 못한다는 한계가 있었다. 본 연구에서는 자기보고식 측정을 위한 기초적 토대를 마련하고자, 문헌분석과 심층면접분석을 통해 얻어진 8가지의 주요 하위차원을 구성하는 변수들을 파악하는데 중심을 두었다. 이들의 타당성과 신뢰성을 검토하기 위한 분석을 실시하고, 각 범주간의 영향성을 살핌으로써 사회적 배제개념을 구성하는 하위차원의 개념들의 구조적 관계를 파악하였다. 그 결과, 건강과 장애, 가족문제, 교육 및 훈련, 주거 및 지역환경, 사회기반, 사회관계, 참여, 소득, 등이 사회배제를 구성하는 주요 하위 범주로 파악되었고, 이들 간의 구조적 관계가 파악되었다.

In this paper, I seeked to search empirically measurement possibility about the poverty and social exclusion. The concept of social exclusion is used for analysing group dynamics and right security beyond the poor s lackness. In this point, I argued that the concept of social exclusion is usefulness for analysing poverty. Most of researches have produced many results about general aspects of the poverty and social exclusion by analysing second data. These results have limits on analysing structural-effective relationships of sub-dimensions and those variables in the social exclusion. For exceeding this limits, I constructed the self reporting instrument through literature analysis about the poverty and social exclusion. Through survey using this instrument I understood a effective relationships of 8 sub-dimensions in the poverty and social exclusion. The sub-dimensions are health and disable, family problems, education and training, housing and community environment, social infrastructure, social relationships, participation, and income. In this result, I could bring up possibility of measurement instrument by self-reporting about the povery and social exclusion.
