유럽연합 사회정책의 미발달에 관한 연구

The Study on the underdevelopment of social policies of the European Union

본 논문은 유럽연합이라는 정치체를 국가성(stateness)이라는 이론적 분석틀을 가지고 분석한 글이다. 그동안 지속적으로 발전해 온 유럽차원의 경제정책에 비해 유럽연합의 사회정책은 극도로 미발전되어 있다. 유럽경제공동체로 시작한 유럽연합은 ‘유럽합중국’으로 발돋움하고자 하지만, 국가로서 반드시 수행해야할 경제적 기능과 사회적 기능은 매우 불균형적으로 발전해왔다. 이와 같은 불균형적 발전의 원인으로 회원국가들의 이기적 행태와 이러한 자국이기주의에 편승한 신자유주의 세력들의 경제논리를 지적할 수 있다. 더구나 유럽 차원의 사회정책은 발전되어 있지 못함에도 불구하고, 경쟁력과 안정지향적 유럽차원의 경제정책과 ‘열린조정방식’과 같은 유럽연합의 특수한 제도가 회원국들의 사회정책을 탈규제·민영화로 유도하고 있다.

This study analyzes the political body of the European Union by using the theoretical framework of stateness. European social policies have been extremely underdeveloped compared to economic policies. The European Union, which began as the European Economic Community, wants to go one step further to the United States of Europe; however, there has been unbalanced development between the economic and social functions which are essential to be a state. What make the disparity between two functions are egoistic behavior and the economic logic of the neoliberal forces which take the advantage of the nation-centric egoism among member states. In addition, while European social policies are underdeveloped, the competition and stability oriented economic policies and the special instruments of European Union, such as the open method of coordination, guide the member states’ social policies to deregulation and privatization.
