In Barriers(1986 b), Chomsky attempts to unify the government and subjacency on the base of notion of barrier. However, he only partially succeeds ; one type of barrier constrains both government and the bounding node for subjacency, while the other type, which is determined by the minimality condition, is relevant only to government. Another asymmetry is that one barrier is sufficient in blocking government while two or more barriers produce subjacency violation. Futhermore, transient adjunction shows us many problems because his definition of BC and barrier faces many serious problems without transient adjunction to VP. This paper is an attempt to arrive at a complete unification of the notion of barrier concerning government and notion of bounding node for extraction out of elements. Specialy I will propose an analysis on the disfinction between lexical and functional categories. It is shown that two categories, CP and DP, can be the inherent barrier. Furthermore it is assumed that X˚ PROJECTION of functional categories except IP are potential barrier. This new definition of barrier accounts for various extraction phenomina whithout introducing Chomsky’s ad hoc stipulations and makes the notion of government very simple for extraction chain.
