The system of Fukui & Speas(1986) is asymmetric in that the way of Kase assignment between functional category and lexical category is different: Functional category assigns Kase by spec-head agreement, but lexical category assigns Kase by government and adjacency. By the way, the system of Case in Chomsky(1992) is consistent to the direction and the structure of Case assignment in that all structural Case are only checked by spec-head relation. But Chomsky(1992) s system is asymmetric in that nominative case is checked by single T, but accusative case by AGR-O complex(AGR-O+V). To solve this problem, following the assumption of Bobaljik & Carnie (1992) that T has strong V-feature in English, I adopt that T overtly raises to AGR-S to make AGR-S complex(AGR-S+T). If so, nominative case as well as accusative case can be checked by AGR complex. And it is proved in this paper that the phenomena of ECMs, the case checking on noun phrase in small clause and Be Complement Construction, the assignment of case in prepositional phrase, the genitive case checking, and the WH feature checking etc., in all are checked by spec-head reletions to AGR complex. And to check noun phrases in Be Complement Construction and wh-phrases in accordance with the checking theory in Chomsky(1992), I suggest that Extended Head Chain made by subsequent head movement be needed, and they be checked in the checking domain of the Extended Head Chain.
