한국형 재가노인복지서비스의 지역포괄케어시스템 구축을 위한 탐색적 연구

An Exploratory Study on Building of Comprehensive Community Care System for the Elderly

본 연구는 재가노인복지서비스에서 발생하는 노인 돌봄의 사각지대를 해소하기 위해서 한국적 상황에 적합한 재가노인복지서비스의 포괄케어시스 템을 구축함에 있어 그 가능성을 탐색해 보고자 함을 목적으로 한다. 이러한 연구 목적을 달성하기 위하여 문헌연구를 통해서 현재 한국의 재가노인 복지서비스의 현황 및 문제점을 파악하고, 일본의 선진 사례와 한국의 시범형 사업의 사례를 비교하여 그 시사점을 도출하였다. 구체적으로는 일본의 우수 사례 적용 측면, 한국 재가노인복지서비스센터의 기능 확대 측면, 지방자치단체의 역할 측면으로 그 결과를 제시하였다. 이와 같은 연구 결과는 보건과 복지서비스를 통합하는 효과적 노인돌봄시스템 구축을 향해 나아가고 있는 한국의 노인복지 실천현장에서 새로운 시스템의 적용 가능성을 탐색하기 위한 기초 자료로서 의의를 가진다.

The objective of this study is to investigate the current In-home care service of the elderly and to suggest the comprehensive community care system for the elderly in Korea. This study was designed to compare Japanese community comprehensive care system for the elderly to korean community care system for the elderly. In conclusion, It is required that there are three ways to improve the community care service system for the elderly in Korea. First, it is necessary to set the network system of the care service delivery agencies such as hospital, local clinic center, care center for the elderly and so on, and to promote the participation of the neighbors in care service as supporters. Second, it is necessary to strengthen the function of the In-home care service centers which can play a role of control tower of the community care service for the elderly. Third, the support of the Government should be increased and consolidated for the comprehensive community care for the elderly.
