70% of people in Korea are living in apartment housing. As a result, maintenance fees, heating bills, noise complaint issues from downstairs neighbor are coming to a forefront as the serious social issue. These issues can be resolved especially by resident activities through public communication. The purpose of this study was to grasp the effect of apartment residents public activity organization on their public communication and to identify their awareness of the effect of resident activities on public communication. In the research method, it employed the legal and institutional approach and the questionnaire research and presented implications. Findings of this study were synthesized as follows: First, apartment residents need to take active part in the activities of the information organization such as the respect-for-age meeting, the club and the like. Second, there is a need to provide participant residents with the incentive. Third, there is a need to put strict restriction on the organization(election) of the resident representative meeting, the subject of operation and management and to monitor and supervise apartment operation and management thoroughly. Fourth, there is a need to reinforce the public nature of central government or local government. Fifth, there is a need for private-public active publicity about resident events or activities. Sixth, apartment residents need to take an active posture of participating in the cultural and sports event activities held under the auspices of Namyangju Local Government.
