서발턴, ‘인민’의 재구성, 그리고 21세기 라틴아메리카 포스트신자유주의

Subaltern Subject, Re-construction of ‘People’, And Latin American Post-neoliberalism in the 21st Century

포스트신자유주의는 지난 30여 년간 정치, 경제, 문화 등 사회 전 분야에서 주도적 이념과 원리로 작동해온 신자유주의 세계화가 초래한 부정적인 결과에 대한 위기의식이자, 동시에 이를 극복하려는 새로운 흐름으로 이해할 수 있다. 특히, 시장개방과 미국의 정치·군사적 압력이 야기한 불평등과 빈곤, 폭력 속에서 체제의 변두리로 내몰린 라틴아메리카는 국가의 적극적 개입을 통한 변화를 요구해왔다. 그리고 그 기대는 좌파를 표방하는 정치세력이 대부분의 국가에서 집권에 성공하는 소위 ‘분홍빛 물결’의 흐름으로 나타나게 되었다. 본 논문은 라틴아메리카의 ‘분홍빛 물결’을 가능하게 한 서발턴과 국가의 절합을 포스트서발턴적 관점에서 분석한다. 1990년대와 달리 라틴아메리카의 서발턴 사회운동은 21세기에 들어서면서 새로운 방식으로 전개된다. 이를 위해 반차베스 쿠데타 과정에서 베네수엘라의 도심을 가로지르는 오토바이 택시운전사들과 안데스 지역에서 원주민운동의 재정치 화 과정 및 수막 카우사이 사상을 고찰한다. 서발턴과 국가의 연계는 주변적 주체를 공적영역으로 전면화함으로써 기존의 시민사회에 균열을 가져올 뿐 아니라 ‘인 민’의 개념을 확장시킨다. 그 결과 ‘분홍빛 물결’은 주체와 공동체, 민주주의에 관한 기존의 상식을 재구성하는 동시에, 급진적 상상력을 통해 신자유주의를 넘어서려는 글로벌 사우스의 문제의식과 기획에 모델을 제공한다.

Postneoliberalism is a new political, economic and ideological project from the ‘Global South’ that has been deeply affected by the neoliberal globalization for the last three decades. In particular, Latin America was in search of radical social change through the re-location of the State. And the so-called Pink Tide began with the appearance of many left wing governments in the continent. This essay attempts to offer a re-reading of Pink Tide from the post-subalternist perspective by focusing on the unexpected, but powerful articulation between the subaltern and the State. Unlike in the 1990’s, the subaltern social movement in the 21 st century entered into a new dimension in which, for instance, the taxi-bikers in Venezuela joined the street protests to rescue the president from the intent of promoting coup against Chávez and the Andean indigenous movement changed the national Constitution to envision the ideal of sumak kawsay. This articulation not only dismantles the current notion of civil society, but also leads to the democratization of the idea of ‘people.’ As a result, Pink Tide gives a discursive and epistemological contribution to the rebuilding of ‘common sense’ on the subject, community and democracy, and thus to the creation of new ‘Global South’ projects.
