CiviI society’s participation in sta te affa irs helped the Korean government s trengthen its capacity to reform big businesses, the economic bureaucracy, and the legislature. The KDJ and RM1-I governments reformed the central bureaucracy and market by mobi1iz ing lhe whislle-blowing activities of dvil organizations. This study shows how a new pattern of regulatory state W3S fo rmed under a participatory democratic po1.itical environment in Korea, while the government was forced by the to impl11ent neoliberal economic refom1. The regu latory state in Korea sha red cQrc axioms with its An glo-European counterparts iJl many respects. Nevertheless, lhe differences between them are substantial and noteworthy‘ In particular, with regard to the Korea l1 casε the social movemenL-like pa.rti pa tion of civic organiza tions in the rebrttlato ry stale is the most notable feature.
