How government spending affecl party fragmen tation inemergent democracies? is paper considers that parties affect the environmcnl “’ithin which thcy ∞mpete. As a result, supply- side fadors - 5uch as government spending - may affecl party fragmentation. We investigate how govemment spending works as a supply-side faclor in South Korea and Taiwan ,e paper provides three findings of inlerest. First, qualîtative case descriptωns of South Korea and Taian since democranzation shows a patteπ of party splits following conflicls over resouræ use to develop wînning strategies for p itical office. Second, statistical analyses support the qualîtatîve investîgation: they show that in both South Korea and Taiwan, government spend ing îs nol capilalizecl 10 win legislative office. Third, the statisti cal resuJts also show that legislative fragmentation increased with increased defen.se spending and decreased when civilian spendi ng is increased. In conjuncti。π the results show that where govcmment spending is not capitalîzed 10 develop win ning strategies for pitical office or whcre resou rce-usage shows a pattern compelition between executive versus legislative offices, it \eads 10 pay fragmentation and volatîlity
