The present study attempts to develop empiricly a diagnosis for the determinants of the quality of state intervention in Korea. Based on the perspective of development, this study subjectively assesses the quality of state intervention and developmental strategy, which is focusing specifically on the structural variables ld the network mechanism to create sustainable developmental policies. 1he results show that the economic, cultural, and network factors meet the requirements for the effective state intervention. πle importance of network mecha-nism in explaining the variation in state intervention in Korea sheds light on state autonomy, institutionallevel, and rent-seeking in the predicted position, controlling for other variables. In short, the quality of state intervention depends on progressive interlocking forces between the state and civil society, reconciling the tension between capit떠ist development and social development in the country.
