Among the proposals for Korean unificatiorι the ìdea of federalism has reæived renewed attentìon in public and academic commentary. This artide argues that a federal system offers the best framcwork for ∞nsî dering the development of global and |support for a unified Korea. Following a methodolical prenble, the article presents a ‘ν。rking theory and associated heuristic for Korean unification in a federal system. It nsiders counterarguments to the fede ralist case and then explicates the pitical and cultural foundation for our view of Korean fede ralism, namcly, a ∞ næpnon 이 Korean national sovereignty based on unified selιd c termination and Confucian social democra. Spe fic constitutional bases and related p icies to implement Korean federalism will then be outlined. These conæm inter-Korean relations and institutions and key regional and intemational supports for unification.
