Given that it is almost impossible to denuclearize the DPRK via sanctions or preemption, the only viable option to cope with its nuclear challenge is to talk with it. This paper suggests a realistic approach toward eventual nuclear dismantlement of the DPRK, by combining short-term unilateral nuclear arms control measures with medium and long-term nuclear disarmament. Such a “capping, reversing and eliminating” strategy is designed to entice Pyongyang to halt further nuclear and missile development, while keeping alive the aim of complete denuclearization in the long run. In the interim, the DPRK will be offered the opportunity to develop a normal relationship with the international community.
