사이버대학 교육과정 공동운영의 현황과 과제

The Current Status and Task for Joint Curriculum Design and Implementation in Cyber Universities

본 연구에서는 대학정보공시에 나타난 자료를 토대로 국내 사이버대학의 국제협력과 교육과정 공동운영 현황을 살펴보고, 유럽지역의 우수사례를 분석하여 향후 우리나라의 원격기반 교육과정 공동운영을 위한 시사점을 도출하고자 하였다. 분석결과, 현재 국내 사이버대학의 국제협력과 교육과정 공동운영은 양적으로는 확대되고 있으나, 그 성과가 일부 대학에 편중되고 있었으며, 교육과정 공동운영도 낮은 수준에 머무르고 있는 것으로 나타났다. 유럽지역에서는 정부나 공 공영역의 행재정적 지원, 교육결과에 대한 유연한 인정, 기관간의 협력적 관계의 활성화, 학습결과의 실제적 활용도 제고 등을 통해 성공적인 원격기반 교육과정 공동운영이 가능했던 것으로 나타났다. 향후 우리나라의 원격기반 교육과정 공동운영을 위해서는 정부차원의 중장기적 지원계획, 다양한 수준의 교육과정 공동운영 경험축적, 공동운영을 위한 특화 된 교육과정 발굴, 교육과정 공동운영 관련정보의 공유체계 구축을 포함하는 전략수립이 필요하다.

This study analyzed the current status of international cooperation and joint curriculum activity of cyber universities in Korea based on the publicly opened higher education status data. In addition, several European cases, which have been reported their success of joint curriculum design and implementation in distance education environment, were also explored. Results indicate that current international cooperation and joint curriculum activity of Korean cyber universities have grown up in numbers; however, the level of collaboration was not yet fully matured. European cases show important factors that facilitate successful joint curriculum implementation such as governmental support, flexible application of credit transfer/recognition system, continuous endeavors for fortifying institutional collaboration, and the emphasis on the practical value of learning outcomes. The results of this study suggest several tasks and strategies to promote international joint curriculum design and implementation of Korean cyber universities.
