지역사회 재가불자의 사회참여

Social engagement of lay Buddhists in local society

한국불교는 깨달음을 추구하면서 중생들을 구제한다는 대승불교를 지향하면서도 고통 받는 민중들에게 다다가 손을 내미는 데에는 아직도 인색한 게 사실이다. 기독교계의 적극적이고 광범위한 사회참여활동에 자극받아 불교계가 뒤늦게나마 사회참여의 중요성을 깨닫고 교단에서 사회참여에 대한 관심과 지원을 확대하고 있으니 다행한 일이다. 그러나 세속의 욕망을 끊고 출가하여 수행하는 출가자들이 복잡다난한 현실의 문제를 이해하고 해결하기에는 많은 제약이 있다. 오늘날 사회의 여러 문제점들은 전문화되고 다양화되었기 때문에 출가수행자보다는 재가불자들이 이해와 판단이 빠르고, 신속하고 효율적으로 해결할 수 있으므로 사회참여에 대한 재가불자들의 역할은 매우 중요하다. 중소도시의 지역사회는 정치·경제·사회·문화 전반에 걸쳐 대도시와 많은 차이를 가지고 있다. 수도권역에 모든 인구와 각종 시설이 집중됨으로써 그 외 지역사회는 소외되고 있으며, 대도시와 그 외 지역간의 소득과 문화 격차는 심각한 현실이 되었다. 지역사회는 여러 인맥으로 얽혀 있고, 지역 유지들이 기득권을 가지고 있으며, 지역이기주의 성향이 매우 강하고, 경제력이 미약하고, 주민들의 사회문제에 대한 인식수준이 낮으며, 노인층이 많고, 각종 정보수집이 어렵다. 그리고 지역불교사회는 주지의 독단적인 사찰운영, 신자들의 불교교리에 대한 무지와, 기복적인 신앙형태, 출가자와 재가신자들의 의식수준이 낮으며, 신도의 노령화로 사회참여에 많은 어려움이 있다. 이러한 지역사회에서 재가불자들이 사회참여를 하기 위해서는 먼저 불교에 대한 올바른 이해와 함께 보리심을 가져야 한다. 그리고 지역의 사찰과 연대하여 출가자와 재가불자가 함께 사회참여를 해야 하며, 지역의 특성에 맞도록 가능한 자원을 가지고 작게 천천히 시작해야 한다. 그리고 지역의 사회단체와 협력하면서 보다 많은 사람들이 참여하도록 하고 교육과 경험을 통해 전문가를 양성해야 한다.

Korean Buddhism is stingy in giving its hands to the public even though it aims Mahāyāna Buddhism which practices the way of bodhisattva that redeems mankind pursuing enlightenment. Encouraged by the active and broad social engagement activities of Christianity, Buddhism realized the importance of social engagement and expanded support and interest in it. However, it s hard for monks to worry about and solve worldly problems since they became monks to cut off worldly desire and relations. In addition, the number of monks is insufficient to engage in diverse social problems. Because many problems of modern society are specialized and various, Buddhists who understand the problems well and have good judgment are more adequate in social engagement than monks. Communities of small and medium-sized cities have plenty of differences from major cities in politics, economy, culture etc. Communities are excluded due to the centralization of population and facilities in capital area. The cultural gap between major cities and the other regions became severe realities. Communities have many personal connections and community leaders have vested rights. Communities have regional self-centeredness, little economic power, and plenty of senior citizens. Members of the communities lack awareness of social problems and ability to gather information. Buddhism of local society have a great deal of difficulties in social engagement owing to a dogmatic management of chief buddhist monk, ignorance of buddhist doctrines, inconsistent form of faith, low awareness of buddhists, and aging of buddhists. For buddhists to engage in society they should have accurate understanding of Buddhism and mercy in advance. Buddhists should participate in society along with monks banded together with local temples. They should start slowly with enough resources to fit local needs. Lots of people should join and experts should be trained through education and experience.
