지속가능 발전을 위한 국내 사이버대학교의 발전적 비전의 연구

A Vision of Cyber University for Sustainability

1992년 유엔인간환경회의(UNCED)의 의제21의 36장 ‘교육, 대중의 인식 및 훈련’에서는 지속가능한 발전을 위해 교육 전반에 걸쳐 검토와 조정 작업이 시급히 요청된다고 지적하면서 교육의 핵심적 역할을 강조한 바 있다. 이처럼 지식정보사회에서 가장 중요한 핵심은 교육인 만큼, 새로운 교육혁명으로 등장한 사이버대학 교의 중요성은 더욱 크다 하겠다. 본 연구는 언제, 어디서나 그리고 교수와 학습자간의 상호작용으로 학습적 효율성이 높은 국내 사이 버대학교의 현황과 문제점을 분석하여 발전적 비전에 대한 것이다. 출범 7년째를 맞이하고 있는 사이 버대학교는 평생교육법으로 출발을 하였지만, 2007년도에 고등교육법을 국회에서 통과되어 이제는 명실상부 고등교육기관으로 발돋움하면서 양과 질적으로 성장을 하고 있다. 특히 미래 교육의 패러다임이 오프라인에서 온라인의 형태로 변화되는 시점에서 온라인 교육의 대표적인 대학 교육 기관으로 자리매김하고 있는 사이버대학에 대한 관심은 더욱 높아질 수밖에 없다. 따라서 본 연구는 사이버대학교에 대한 현황과 현실적으로 사이버대학교가 직면하고 있는 강점과 약점 그리고 기회와 위협을 SWOT 분석을 통해 파악하고 이를 통해 미래 발전적인 대학교의 모델로 거듭나기 위한 사이버대학교의 발전적 비전을 제시하고자 한다.

The key role of education was emphasized when urgent needs for examining and reorienting education towards sustainable development was raised by Agenda 21, Chapter 36 ‘Promoting Education, Public Awareness And Training’ agreed to at the 1992 United Nations Conference on the Human Environment(UNCED). Since education is critical in a knowledge-information society, it is regarded that cyber universities will assume a more important role as a new educational paradigm. The purpose of the study is to examine the current status and problems of cyber universities in Korea and draw on their development visions. Cyber universities have been considered an alternative educational method known for flexible access and educational effectiveness. It has been seven years since cyber universities emerged under the Lifelong Education Law, and they have demonstrated to be a crucial breakthrough for the last 7 years. This rapid development affected to the decision makers in the National Assembly and it made cyber universities categorized into higher education sector controlled by the Higher Education Law in 2007. It is natural that cyber universities received the spotlight as a leading model providing distance learning education to the higher education market when online education became generalized. Therefore, this study investigates the strengths and weaknesses, as well as opportunities and possible threats, which cyber universities may confront through a SWOT analysis based on the status quo of cyber universities. Additionally, the study explores development visions for cyber universities to strengthen their position as a role model which traditional institutions can pursue as alternatives within the current educational system.
