A Study on Analysis for Postal Mail Processing by Introducing the Address Scheme Based on Street Names

도로명 기반 새주소 체계의 도입에 따라 발생 가능한 문제점들을 파악하고 그 해결을 위한 효과적인 대응 방안을 개발하기 위해, 본 연구는 세 가지 단계로 구성된 방법론을 사용하였다. 첫째, 새주소 체계가 우편물류 프로세스에 어떠한 영향을 미치는지에 대해 논리적 분석을 실시하였다. 논리적 분석이 가지는 사실상의 한계점을 극복하기 위해, 본 연구에서는 새주소가 표기된 모의 우편물을 생성하여 임의의 수신처로 발송하는 형태의 세 가지 실험을 설계하였다. 모의 우편물을 생성하고 발송한 후, 주요 우편물류 거점들을 방문하여 담당자 인터뷰를 시행하였다. 모의 실험 결과와 인터뷰를 통해 분석한 내용을 근거로 논리적 분석 결과의 타당성을 확인할 수 있었다. 상기와 같은 분석을 토대로 할 때, 새주소 체계의 도입에 따른 발생 가능 문제점들은 6가지로 정리할 수 있다. 그 문제점들은 (1) 등기 우편 물의 접수 문제, (2) 집중국 도착 구분 문제, (3) 집배국 집배구 구분 문제, (4) 집배국 순로구분 문제, (5) 집배원의 새주소 인식 및 적용 문제, (6) DM업체 새주소 사용 문제 등이다.

To identify possible problems that can arise from the introduction of the new address system based on street name, and to develop effective counter-moves against those problems, we followed three steps. First, we performed logical analysis on how the new address system will take effect on the postal logistics process. Due to the practical limitation of the logical analysis, we designed three experiments in which artificial postal mails with new addresses are generated and sent to arbitrary receivers. After generating and sending artificial postal mails, we visited major postal logistical bases and interviewed several persons in charge. The logical analysis results were confirmed and reinforced with the experimental outcomes and the findings through interviews. Based on the analysis mentioned above, we summarize possible problems arising from the introduction of the new address system into six categories. The eight categories include (1) receipt of registered mail, (2) arrival classification at mail centers, (3) delivery zone classification at post offices, (4) delivery routing at post offices, (5) training and awareness of mailmen on the new address system, and (6) facilitation of new address usage of DM businesses.
