A Study on Weights of Evaluation Items for Cyber Universities

대학평가는 학생이 대학을 선택할 때나 기업이 졸업생을 선발할 때뿐만 아니라, 대학 자체적으로 교육하고 경영하는데 있어서 필요한 가장 기본적인 정보를 제공하는 장점이 있지만, 여러 가지 단점도 지적되고 있다. 교육부가 직간접적으로 주관하는 대학평가의 경우 다양한 재정지원과도 연계되면서 평가항목의 구성이나 비중에 대한 객관성과 타당성에 대한 논의가 활발하다. 2001년부터 개설된 사이버대학교의 경우 기존 오프라인 대학교와는 여러 가지 점에서 차이가 있기에 적합한 평가항목이나 가중치에 대한 체계적인 검토가 더욱 필요하다. 이 논문에서는 2013년 사이버대학교를 대상으로 이루어진 사이버대학 역량평가에서 사용된 평가항목들을 기반으로 가중치에 대해 일차적으로 검토하고자 한다. 과거 평가에 참여했던 H사이버대학교 교직원들을 조사하여 AHP 방식으로 가중치를 결정하고, 이를 기존의 가중치와 비교하였다. 분석 결과, 2013년 사이버대학 역량평가의 1단계 가중치는 0.2로 모두 동일한데 반하여, 본 연구의 연구대상자 들은 수업과 콘텐츠를 매우 중요하게 평가하고 있는 것으로 나타났다.

University evaluation give necessary information to applicants choosing universities and employers selecting employees. The evaluation result for an university also gives the direction of education and management to the university itself. However, objectivity and validity of evaluation criteria are sensitive issues. Because cyber universities have different characteristics compared with off-line universities, evaluation items and weights for cyber universities should be examined systematically. This study examined the weights of evaluation items used in the cyber universities evaluation 2013. The analytic hierarchy process(AHP) is applied to examine the objectivity and validity of the weights. Unlike the weights of the cyber universities evaluation 2013, participants evaluate lecture and contents as the most important criteria.
