탄소배출권 거래제도에 대한 고찰

지구온난화에 따른 기후변화가 진행됨에 따라 온실가스의 배출을 축소해야 한다는 필요성이 제기되었다 . 2005 년 2 월 교토의정서가 발효된 이래 세계는 온실가스를 줄이기 위하여 여러 가지 제도를 만들었고 , 우리나라도 2015년에 탄소배출권 거래제도가 시행될 예정이 다 . 본 연구는 세계 최대 탄소배출권 시장인 EU ETS 과 미국 및 일본 등 선진국의 배출권 거래방식 , 할당방식 , 배출권의 기간간 거래 문제를 중심으로 특징 및 장단점을 분석하였다 . 이를 바탕으로 향후 개설되는 국내 탄소배출권 시장에 대한 논의와 시사점을 제시하였다 .

The need to reduce greenhouse gas emissions has been raised to mitigate global warming issues. The Kyoto Mechanism has been developed rapidly since the Kyoto Protocol came into effect in 2005. Several developed countries made their own systems to meet the requirements of the Kyoto Protocol. This paper reviews and analyzes recent development in greenhouse gas emission trading schemes over the developed countries. This study also suggests some future policy directions in Korea based on the lesson from emission schemes of EU, the USA, and Japan.
