How are Values Engaged in Program Evaluation?

본 논문은 교육 프로그램 평가에서의 가치 개입은 불가피하고 또 중요함에도 불구하고 프로그램 평가에서 실제로 가치가 어떻게 개입되는지 그 구체적인 과정을 잘 알지 못하고 이는 가치 개입의 논의 자체의 부족으로 이어진다는 인식에 따라 교육 프로그램 평가에서 가치가 어떻게 개입되는지를 좀 더 구체적이고 실제적으로 보여주고자 하였다. 구체적으로 가치 개입의 경로와 구체적인 전략을 사례와 함께 제시하였다. 먼저 가치 개입의 경로로서 이해관계인의 참여 측면과 평가의 연구방법 측면을 살펴보았고, 가치 개입을 중시하는 평가자들이 활용하는 주요 가치 개입 전략으로 개인적 질문, 포함, 대화, 숙고 요건, 개방적 경계 접근 등을 사례와 함께 제시하였다. 이를 통해 가치 개입이 우리 교육 프로그램 평가에 주는 시사점을 제시하였다.

Though the value engagement in educational program evaluation is inevitable and important, it is not well understood how the value is actually engaged in the evaluation, which leads to the lack of discussion of value engagement itself. Therefore, the purpose of this study is to show more concrete and practical ways of how values are engaged in program evaluation. Specifically, this paper analyzed the path of value engagement and specific strategies with examples. The path of value engagement was divided into the stakeholder participation and the methodological process in evaluation. The strategies of value engagement included personal inquiry, inclusion, dialogue, deliberation, and open border approach. Some suggestions were provided for our educational program evaluation.
