사회재난 유형별 리스크-매트릭스 분석을 통한 투자방향 설정에 관한 연구

A Study on Investment Direction Based on Risk-Matrix Analysis of Social Disasters

본 연구에서는 사회재난의 유형별 재난안전예산 투자방향 설정을 위하여 리스크-매트릭스 분석을 실시하였다. 중앙 부처 및 지자체가 관리하고 있는 재난연감 상의 26개 사회재난을 대상으로 하였으며, 최근 10년(’06~’15)간 피해현황 및 발생빈도를 고려하여 리스크-매트릭스 분석을 실시하였다. 피해현황은 각 유형별 사망자수와 부상자수를 활용하였으며, 발생빈도와 사망자 및 부상자의 평균값을 기준으로 고인명피해-고빈도(HH), 고인명피해-저빈도(HL), 저인명피해-고빈도(LH), 저인명피해-저빈도(LL)의 4개 그룹으로 구분하였다. 분석결과 대형화재, 해양선박사고, 감염병 등이 고위험군에 속하는 것으로 나타났다. 고위험군에 포함되는 유형은 재난안전예산 투자에서 중점 고려될 필요가 있을 것으로 판단된다. 본 연구의 결과는 재난안전예산의 적절한 투자방향 설정에 기여할 것으로 보이며, 투자확대가 필요한 분야의 발굴 및 도출에도 활용할 수 있을 것으로 기대된다.

The purpose of this study is to analyze the risk level of social disasters, using risk-matrix, in order to establish investment direction of budget for disaster and safety management projects. There are 26 types of social disasters based on official statistics provided by central administrative agencies and local governments in the Republic of Korea. This study conducted risk-matrix analysis on casualties (deaths and injuries) and frequency by types over the past 10 years (2006~2015). The risk-matrix is divided into 4 groups according to the average value; High casualty-High frequency (HH), High casualty-Low frequency (HL), Low casualty-High frequency (LH), Low casualty-Low frequency (LL). In the result, fire, marine accident, and infectious diseases belongs to the high risk group. It is necessary that disaster and safety management budget investment should be focused on these high risk types of social disasters. The findings of this study can be used to establish proper direction of investment for disaster and safety management budget, and to find out a part that needs more investment.
