K센터의 사례를 통해 본 외국인력지원센터 교육활동체계의 변화과정과 의미

The Changing Process and Meaning of the Educational Activity System for Foreign Workers through the Case of K center

다문화사회로의 전환은 생활세계의 변화를 의미한다. 외국인근로자들은 우리 사회 구성원들과 삶의 전반적인 영역에서 지속적인 상호작용을 통해 사회변화의 촉매제 역할을 수행하고 있지만, 이들에 대한 학문적 접근과 실천적 이해는 아직 미흡하다. 이에 본 연구는 외국인근로자 대상 교육프로그램을 제공하는 외국인력지원센터의 교육활동체계의 변화과정을 분석함으로써 이들이 우리 사회의 구성원으로 공존할 수 있기 위한 센터의 바람직한 역할은 무엇인지를 탐색하고자 하였다. 이를 위해 ‘K센터’를 대상으로 사례연구를 실시하였으며, 연구결과, K센터는 교육활동에서 발생한 다양한 수준의 모순에 직면하여 교육범위와 운영정책 구축, 학습자의 다양한 교육적 욕구 충족 등의 교육활동체계를 확장하였다. 이러한 K센터의 교육활동체계는 외국인근로자들의 지속 적이고 안정적인 학습 환경 구축, 이들의 효과적인 한국사회 적응체계 수립, 내면의 성장과 변화 촉진의 동인이 되었다. 이와 같은 결과는 우리 사회가 외국인근로자를 경제적 도구로만 보는 시각으로부터 탈피해 이들이 자신의 삶을 온전히 살아가기 위한 학습활동에 대한 발전적인 선택을할 수 있는 하나의 능동적 주체로 접근할 필요성을 보여주었으며, 진정한 다문화사회는 상호 존중할 수 있는 태도와 구성원 모두의 필요한 역할을 수행함으로써 가능하다는 점을 시사한다.

The term of multicultural society signifies the changing of daily life. Although many foreign workers in our society constantly interact with Koreans and influence the changing of our society, many policies and academic concerns have the tendency to neglect this. The purpose of this study was to explore what were proper roles of the support center for foreign workers for a multicultural society through a case study. To do so, researchers analyzed the changing process of educational activities in K center that provided education service based on Cultural Historical Activity Theory. As a result, K center encountered several levels of contradictions and has tried to overcome them. After changing K center’s activity system, it established the stable and sustainable education system and the effective support system that helped foreign workers’ adaptation to Korean society. These changing systems also stimulated and helped foreign workers’ internal and external development. These results imply that society should treat foreign workers as active learners who can participate in society, not just a ‘worker’ from the economic perspective.
