Potential Economic Growth and The scale of Migrant Introduction

신자유주의와 국제화의 영향으로 이민은 이제 어느 나라의 특수화 된 현상이 아니라 보편적인 현상이 되어 가고 있다. 이러한 국제적인 상황을 받아들이면서 다른 한편으로는 저출산ㆍ고령화의 심화 및 인구 순유출의 증대로 인한 국내인구변화에 대응하고, 이로 인한 생산 및 소비 감소 등의 부정적 영향을 상쇄시킬 수 있는 중요한 수단의 하나로 이민정책이 고려할 필요가 있다. 이에 본 연구는 저출산ㆍ고령화 및 인구 순유출 증가로 인해 생산인구감소라는 문제에 직면한 국내환경을 극복하고, 국가 경쟁력 제고를 위해 필요한 이민자 도입규모를 일반연산균형모형(CGE)을 이용하여 추정하고자 한다. 이를 위하여 본 연구에서는 단기간 내에 이용 가능한 자료와 가정을 기반으로 모형을 설정하고, 외국인 비율의 변화에 따른 경제효과의 변화가 아닌 잠재성장률 변화에 따른 외국인근로자의 필요 수를 추정하였다.

The current migration, called the ‘new nomadic generation,’ is already perceived as one of the universal phenomena. For that reason, it is important to understand the migration environment - social, economic, demographic, and cultural environment - and analyze the present conditions of migration for the development of appropriate migration policies and strategies. In this regard, this paper aims to measure the scale of migrants introduction to achieve the potential economic growth rates and provide basic data to policy makers. Factors of demographic change, such as low birth rate, aging population, decrease in the number of economically active population, and high education, are going to directly affect the national economy or the labor market. According to the National Statistical Office, the population of Korea is expected to decline starting in 2018, and likewise, the number of economically active people will start to go down in 2017. Furthermore, since the aging population is on a sharp rise, the median, which was 38 in 2010, is very likely to jump to 43.8 by 2020. Such demographic changes will certainly have an impact on the Korean society in ways that it will bring about the imbalance of labor demand and supply, serious labor shortage, unemployment, and poverty of aging population. To solve these problems migration introduction policy has been considered as one of means. Thus, our purpose of this study is to estimate how many immigrants are to be introduced to cope with these problems using computational equilibrium model (CGE).
