외국인 고용자 고용이 비정규직과 청년 노동자 고용에 미치는 영향

The Effect of the Employment of Foreign Workers on the Employments of Domestic Contingent and Young Workers

본 연구에서는「사업체패널조사」를 이용하여 고용허가제가 자리잡은 2007년 이후 각 사업체의 외국노동자 고용이 비정규직 노동자와 청년 노동자의 고용에 미치는 영향을 Seemingly Unrelated Regressio 모형을 이용하여 살펴보았다. 전업종을 대상으로 한 분석과 제조업을 대상으로 한 분석 모두에서 비정규직 노동자 고용 비중 결징식과 외국인 노동자 고용비중 결정식의 잔차항은 통계적으로 유의하게 양의 상관 관계를 확인할 수 있었다. 이는 내국인 비정규직 노동자의 고용비중과 외국인 노동자의 고용 비중이 같은 방향성을 가지며 비정규직 노동자와 외국인 노동자의 고용간에 보완관계가 있을 수 있음을 보여준다. 동일한 방법으로 사업체의 청년 노동자 고용비중 결정식과 외국인 노동자 고용비중 결정식간의 상관관계를 살펴본 결과, 두 식의 잔차항도 통계적 유의성을 가지면서 양의 관계를 보였다. 즉, 청년 노동자의 고용과 외국인 노동자의 고용간에 보완관계가 있을 가능성을 확인할 수 있었다.

This paper empirically examines the impact of the employment of foreign workers on employments of the domestic contingent or young workers in South Korea. ‘Workplace Panel Survey’ and Seemingly Unrelated Regression Model are employed for the analysis. The estimated results for all sectors and manufacturing sector show that residuals of the decision equations for foreign worker ratio and domestic contingent worker ratio are significantly correlated. It implies the foreign workers and domestic contingent workers are complementary. Similarly, the estimated results for the relation between the foreign worker ratio and domestic young worker ratio show that residuals of the two types of the workers are significantly correlated in all sectors and manufacturing sector. It indicates the foreign workers and domestic young workers are also complementary.
