Ancitipatory Governance On The Phase Of Policy Agenda Setting

미래는 불확실성을 그 특징으로 한다. 과학기술의 발달은 미래의 불확실 성을 지수적으로 증가시키고 있다. 이에 따라 정책학은 미래예측 및 미래연 구의 성과를 원용해야할 필요성이 커지고 있다. 정책이 그 대상을 미래로 하고 있기 때문이다. 이로 인해 예측적 거버넌스가 2010년대 등장했다. 예측적 거버넌스는 실무적인 경험을 바탕으로 구체적 내용을 포함하고 있고, 그 정의는 최근 확대되었다. 정책의제설정에서 예측적 거버넌스와 그 하부 개념인 예측적 민주주의 등의 체계적 반영이 필요하다. 이를 사전·진행· 사후적 미래예측이라는 시점을 통해 확인하고, 정책의제설정에서의 미래예 측의 유형을 조성적·장기적·규범적 미래예측과, 적응적·단기적·탐색적 미래예측으로 나누었다. 미래의 복잡성과 미래 거버넌스의 관점에서 조성 적·장기적·규범적 미래예측이 중요성을 강조하고, 우리나라의 최근 정부및 국회의 예측적 거버넌스의 동향을 살펴보고 개략적 정책제언을 더했다.

The core feature of future is the uncertainty. The development of technology and science at present has make the uncertainty increase exponentially. The main object of futures studies is the future uncertainty. Thus, the need for the policy to employ the methodogies and results of futures studies, because the time frmae object of the policy is future. Because of this, anticipatory goverance emerged in 2010’s. The contents of ancitipatory governance were formed based on the practical experiences, and the meaining has extended lately. Especially, anticiaptory governance is more important in the phase of policy agenda setting. Ancipatory governance in all processes of policy was analyzed from the view point of pre-, on-, post- foresight. And then, anticipatory governance was classified into construtive, long-term and normative foresight and adaptive, short-term and explolrative foresight. Constructive, long-term and normative foresight was ascertained being signified. And the trends of anticipatory governance in south korean government and congress was looked over and the policies on ancitpatory governance was suggested.
