일본에서의 주권자 교육: 부교재 ‘우리가 이끌어가는 일본의 미래’ 분석을 중심으로

A Study on Citizenship Education in Japan: Focusing on the Analysis of Its Supplementary Textbook “The Future of Japan We Lead”

본 연구에서는 일본에서 10대들에게 주권 의식을 형성하기 위해 개발된 부교재 ‘우리가 이끌어가는 일본의 미래’를 분석하여 내용 구성 원리와 주권자교육 형태를 밝히는데 그 목적이 있다. 부교재를 분석한 결과 다음과 같은 세 가지 특징이 밝혀졌다. 첫째, 정치 및 선거 관련 개념적 지식을 기반으로 사회 참여 태도 및 정치적 리터러시 형성을 통해 최종적으로는 학생들이 실제 정치에 참여하거나 투표 행위로 이어질 수 있도록 구성하고 있다. 둘째, 부교재에서는 적극적인 주권자 양성을 위해 지역사회에서의 투표 중심 주권자교육, 지역사회에서의 비투표 중심 주권자교육, 학교에서의 비투표 중심 주권자교육, 학교에서의 투표 중심 주권자교육 등 다양한 형태의 주권자 교육을 제시하고 있다. 셋째, 학교 참여 활동을 통해 궁극적으로는 지역사회 참여로 연계시켜나가는 구성을 보이고 있다. 이러한 주권자 교육의 구성과 형태는 과도한 지식 전달 위주, 학생들의 정치참여와 관련된 내용이 미흡한 우리나라 주권자 교육에 시사하는 바가 크다고 하겠다.

This study is aimed at analyzing the supplementary textbook, The Future of Japan We Lead, which was developed to encourage Japanese teenagers to form a sense of sovereignty, and then identifying the principle of content composition and the form of citizenship education. The analysis of the supplementary textbook revealed the following three features: First, the supplementary textbook s content composition is designed to encourage Japanese teenagers social participation and enhance political literacy based on conceptual knowledge related to politics and election, eventually leading them to involve themselves in actual political activities and voting. Second, the supplementary textbook presents various types of citizenship education such as voting and non-voting methods and participation in their school and community, in order to actively cultivate sovereigns. Third, the composition is focused on ultimately linking school participation activities to community participation activities. Such composition and form of citizenship education can be a good guideline for Korean citizenship education which is marked by excessive knowledge delivery and lack of contents related to students political participation.
